DECISION <br />Based upon the preceding Findings of Facts and Conclusions, testimony and <br />evidence submitted at the public heariny, and upon the impression of the <br />Hearing Examiner at a site view, it is hereby ordered that the requested Special <br />Property Use Perm�t for the conversion of an e�cisting family horne daycare <br />facility at 9624-18th Avenue West, Everett, WA to a preschool dayc�re facility <br />that will accommodate approximately 40 children is granted subject to the <br />following conditions: <br />1. A Public Works Permit is required for this project. Detailed drawings ir <br />accordance with City Design and Construction Siandards shall be <br />submitted to the Public Works Department, showing site parking layout, <br />landscaping, utilities, storm drainage, temporary construction erosion <br />control, and all required improvements in the public right-of-way. Public <br />Works Department approval of these drawings is required prior to any <br />permits being issued. All improvements shall be completed and <br />approved warranted before the Uccupancy Permit is issuedlfinal <br />approva� :s granted. Lack of comment on the plans submitted with the <br />application does not constitute approval of these plans. <br />2. A building permit is required. This p: oject must comply with the <br />occupancy requirements for new construction. <br />3. A new public sewer main has been constructed in tII'�' A�ienue West on <br />this property's frontage. The side oewer on the subject property is <br />required to be connected to ine new main. Special ch 3rges for <br />connection to the sewer system in accordance �^�ith Ordinance 1998-94 <br />and subsequent revision are applicable. Tiiese charges are based on <br />projected water usage and can be substantial. Applicant is encouraged <br />to obtain a copy of the Ordinance and determine estimated charges prior <br />to building permit application. The actual charges shall be computed by <br />the Public Works Department per the ordinance in effect at the time and <br />according to the information on the approved plans at the time of permit <br />issuance. <br />4. Traffic mitigation is required ccnsistent with the City of EveretYs Tra�c <br />Mitigation Ordinance. The fee is estimated to be $18,0OO.OD based on <br />the informa'.ion provided in the Special Property Use Permit application <br />packet.
