� <br />5. Complete half street improvements are required to be constructed on inis <br />project's frontage on 18`h Avenue West including, but not limited to, <br />street widening, curb, gutter, sidewalk, drainage control and all <br />necessary appurtenances �hereto. <br />6. Parking must be provided consistent with City Zoning Code and City <br />Design and Construction Standards for Development. <br />7. Stormwater runoff shall be treated in accordance with the requirements <br />of the City of Everett Stormwater Management Manual and the Design <br />and Construction Standards and Specifications for Development. <br />8. Any grading/fill on this site shall be done in a manner that will not impact <br />the surrounding �roperties. <br />A fire hydrant is required within 200 driving feet but not closer than 50 <br />feet of every structure. Lucation of the hydrant(s) shali be approved by <br />the Fire Marshal. <br />10. City streets and alleys are to be kept clear of dirt and debris at ali iimes <br />during construction. Dust suppression and street cleaning must occur as <br />directed by the Public Works Inspector. <br />11. A protective covenant for the environmentally sensitive areas of the site <br />must be recorded with the Snohomish County Auditor prior to issuance <br />of any building permits. <br />12. The Applicant is required to obtain all necessary state and federal <br />permits to operate a commercial preschoolidaycare facility. <br />13. A pedestrian circulation system for the site must be approved by the <br />Planning Director and Tra�c Engineer prior to the issuance of any <br />building permits. Walkways must allow pedestrians and wheelchairs to <br />gain easy access from sidewalks to building entrances through the use <br />of paths which are physically separated from vehicle traffic and <br />maneuvering areas. (See the city's Design and Construction Standards <br />and Specifications Manual and Section 39.165 of the Zoning Code.) <br />14. Placement and screening of refuse disposal areas must be provided per <br />Section 39.080 of the Zoning Code as follows: <br />a.
