Implementation of Mitiqation Pla�i <br />1. The applican? has submitted an Environrriental Sensitive Area Study and Buffer <br />EnY�ancement Plan for Harvey Develo�ment --1 f`h Avenue West by Wetland <br />Resources, lnc., dated September 8, 2005. The Mitigation Plan including the Buffer <br />Enhancement Plan Map, dated September 8, 2005 is approved subject to the folicwing <br />conditions: <br />• Environmentally Serisitive Areas (ESA's) and buffers must be flagged and protected, <br />including tiie dripline of any signiF ,ant tree= near the edge of the b�ffers. Prior to <br />construction, the consultant must verify the buffers and sensitive area limits. A pre- <br />construction meeting must be held after the sensitive area buffers have been ciearly <br />marked in the field. <br />• Preconstruction meeling <br />• Staking of mitigation boundaries <br />• Instailation of temporary erosion and sedimentation control measures prior to <br />commencement of any claaring or earthwork <br />• Clearing and grubbing, over-excavation of wetlands and mitigation area, stockpiling of <br />wetland soil materials, and contained :oot- and seed stock <br />• Ali exposed ground must be reseedeci within 30 days of the completion of construction. <br />If reseeding is not practical due to weather or seasonal problems, the ground must be <br />covered with mulch as directed by the City Engineer. <br />• Replacement of soil materials <br />• implementation of Planting Plan dated September 8, 2005 <br />• Establishment of hydrologic regime and satisfaction of post-planting requirements <br />• Post construction meeting <br />2. Over a five (5) year period the wetland and buffer enhancement areas shal� be <br />monitored to determine the success of the mitigation plan in meeting its goals and <br />objecti�,�es. Specific measurable goals and performance standards for vegetation <br />habitat in the wetland/buffer mitigation areas over the five (5) monitoring period <br />inciude: <br />• Buffer and wetland plant coverage, including trees and shrubs shall be 80 percent at <br />the end of five (5) years. <br />
