MITIGATION OF ADVERSE IMPACTS BY SE!'A <br />1. Any grading/fill on this site shail be done so as to not impact the surrounding properties. <br />(SEPA Earth, Land and Shoreline Use Policies.) <br />2. Prior to issuance of any permits, the Appiicant must pay a mitigation fee of $7,200.00 per <br />the interim Traffic Mitigation Ordinance No. 1670-89, as amended. (SEPA Transportalion <br />Policies) <br />3. The Mukilteo School District has commented that the project will adversely impact the <br />School District (see attz.ched letter). The applicant must negotiate with the School District <br />regarding a miligation agreement. Prior to finalization of the SEPA determination, written <br />letter or agreement must be provided to the City by the School District or applicant. <br />(SEPA Public Services and Utilities Policies) <br />4. Wetlands (SEPA Earth, Land, Piants and Water Policies) <br />I. Site Descriation <br />The .85 acres site is located northeast of the intersection of 100"' Street SE and 18'h <br />Avenue West in the City of Evarett, Washin��ton. Most of the site has been cleared and is <br />dominated by lawn with spora�iic Douglas f-ir trees within the southern portion. Along the <br />eastern boundary, the site is dominat-.d by lawn area with sporadic red alder in the <br />canopy. <br />One jurisdictional wetland is partially located along the eastern property boundary. This is <br />a relatively large wetland system associated with an off-site intermittent stream. The <br />stream and wetland lay mostly off-site to the east, ar.d extend to the north and south for <br />greater than 200 feet. This stream is culver;ed for several hundred yards to the south of <br />100th Street SW. Based on these conditions, �.:sident or anadromous fish are not <br />expected to use this stream. The stream therefore meets the criteria for a Category III <br />stream. The main source of hydrology for the on-site wetland is the associated stream. <br />The wetland area is fores[ed with red alder and wil�ov✓s. Understory vegetation is <br />comprised mostly of salmonberry and hardhack. The on-site wetland meets the criteria for <br />a Category II wetlar�d. Under the City of Everett Sensitive Areas Regulations (Chapter <br />37), Category II wetla� _Is typically receive 7S-foot protective buffers. <br />il. Wetland and Stream Ciassification <br />Under the City of Everett Sensitive Areas Regulations (Chapter 37.090), the on-tie wetland <br />and stream are classified as follows: <br />Category II Wetiand: This meets the criteria for a Category II wetland because it is <br />greater than one-acre off-site, and it is a riparian wetland with a forested vegetation cla�s. <br />Category II wetlands typically receive 75-foot protective buffers pursuant to City of Everett <br />Sensitive Areas Regulations (Chapter 37.100). <br />Category III Stream: This stream Oows south lhrough the eastern portion of the property <br />and is associated with `he on-site wetland. The stream is intermitient and is not used by <br />salmonids. Category II streams typically receive 25-foot protective buffers from their <br />
