delineated ordinary high water mark (OHWM) pursuant to City of Everett Sensitive Area <br />Regulations (Chapler 37.140). <br />III. Wetlands Functions and Values Assessment <br />• Stormwater Storage/Floodwater Attenuation <br />The subject wetland functions as a natural water storage area during periods of high, <br />precipitation and flooding. The wetland is associated and hydrologically connected with <br />the intermittent stream. This wetland provides an area for floodwaters to spread and be <br />stored during periods of high runoff, and lhen slowly refeases lhe stormwater to <br />downstream systems. <br />• Water Quality <br />Surface water runoff during periods of precipitation increases the petential for sediments <br />and pollutants to enter surtace water. This wetland has potential to provide water yuality <br />improvement functions prior to water leaving the wetland and entering ihe surrounding <br />watershed. The wetland acts as an area for suspended solids to settle out of suspension, <br />prior to water moving into the intermittent stream and surrounding watershed. <br />• Wildlife Habitat <br />Wetlands have potential to provide diverse habitat for aquatic, terrestrial, and avian <br />species for nesting, rearing, resting, r,over, and foraging. Wildlife species are commonly <br />dependent upon a variety of intermingled habitat types, including wetlands adjacent <br />uplands, large bodies of water, and movement corridors between them. Human intrusion, <br />including development within and adjacent to wetiands, and impacts to movement <br />corridors are the most limitirg factors for wildlife habitat functions. The on-site wetland <br />area and its associated buffer area have limited potential to provide wildlife habitat. The <br />lack of sufficient woody vegetation cover within the on-site buffer area indicates that <br />wildlife species would not use this site. Surrounding residential development prohib�ts use <br />of lhe site by large mammalian species. The presence of the intermittent stream within the <br />�oetland boundary does encourage its use by some wildlife species, due to the presence of <br />water during the spring, fall, and winter. The most significant functions provided by this <br />wetland are stormwater retention and water quality control. <br />IV. Wetland Enhancement and Mitiqation <br />The applicant is proposing to construct eight duplexes on this site. Because the on-site <br />wetland buffer has been hislorically cleared, and lacks full buffering capacity, lhe applicant <br />proposes to enhance the on-site buffer for a fifty percent buffer �t�:iction. This would <br />result in the standard 75-foot buffer being reduced to a width of 37.5 i�At. The reduced <br />buffer area would be enhanced to a diversity of native trees and shrubs, fc;r a totai of 5,388 <br />square feet of buffer enhancement. This activity is allowed pursuant to Chapier 37.100.E, <br />because enhancement of the reduced buffer area will improve the factions and values <br />offered by this site. The reduced buffer will be planted with the native species listed below. <br />This will result in a total of 5,388 sq�are feet of buffer area. In addition to buffer <br />enhancement with native vegetation, all invasive plant species and trash will be removed <br />from the buffer. Plant spacing wili be based on 50 percent of the area planted with trees <br />10-foot on center and 50 percent cf the area pianted with shrubs 5-foot on centers. <br />
