6.8 Travel and Subsistence Reimbursement. Travel and subsistence • <br /> reimbursement shall be made in accordance with the guidelines followed <br /> by the Contractor in the course of normal operations. However, travel <br /> and subsistence reimbursement shall not exceed per diem rates and <br /> travel allowances paid in accordance with rates set for state employees <br /> pursuant to RCW 43.03.050 and RCW 43.03.060 as now existing or <br /> hereafter amended. <br /> 6.9 Treatment of Assets. Purchase of equipment with a useful life of <br /> more than one year and an acquisition cost of $5,000 or more per unit is <br /> not allowed. <br /> 6.10 Non-discrimination. During the performance of this Agreement, the <br /> Contractor shall comply with federal and state laws against discrimination. <br /> All publications resulting from or produced under this Agreement, <br /> including brochures, reports and/or advertisements intended for public <br /> distribution, shall contain the following: <br /> "No person shall, on the grounds of race, color, religion, sex, <br /> handicap, national origin, age, citizenship, political affiliation or <br /> belief, or sexual orientation, be denied employment or <br /> benefits, or be discriminated against as a participant, <br /> administrator or staff person under this program." <br /> 6.11 Services to Limited-English-Proficient (LEP) Persons. To ensure <br /> compliance with Title VI and the Safe Streets Act, Contractor is required <br /> to take reasonable steps to ensure that LEP persons have meaningful <br /> access to their programs. Meaningful access may entail providing <br /> language assistance services, including interpretation and translation <br /> services, where necessary. Contractor is encouraged to consider the <br /> need for language services for LEP persons served or encountered both <br /> in developing its programs and budgets and in conducting its programs <br /> and activities. Reasonable costs associated with providing meaningful <br /> access for LEP individuals are considered allowable program costs. <br /> 6.12 Equal Treatment for Faith Based Organizations. Contractor agrees <br /> to comply with the applicable requirements of 28 CFR, Part 38, of the <br /> Department of Justice regulation governing "Equal Treatment for Faith <br /> Based Organizations" (the "Equal Treatment Regulation"). The Equal <br /> Treatment Regulation provides in part that Department of Justice grant <br /> awards may not be used to fund any inherently religious activities, such <br /> as worship, religious instruction, or proselytization. Recipients of grants <br /> may still engage in inherently religious activities, but such activities must <br /> be separate in time or place from the Department of Justice funded <br /> program, and participation in such activities by individuals receiving <br /> services from the Contractor must be voluntary. The Equal Treatment <br /> Regulation also makes clear that organizations participating in programs <br /> funded by the Department of Justice are not permitted to discriminate in <br /> the provision of services on the basis of beneficiary's religion. <br /> 6.13 Political Activities.
