Amendments to <br /> floodplain regulations and FEMA floodplain boundaries were approved by City Council. <br /> Additional map changes are needed prior to forwarding the amendments to Ecology for <br /> approval. <br /> Proponent: OliverMcMillan <br /> 2907 Hewitt Avenue 733 8th Avenue <br /> Everett, WA 98201 San Diego, California <br /> 425-317-0912 619-321-1111 <br /> Location: East of I-5 adjacent to the Snohomish River, south of Pacific Ave., and north of <br /> Rotary Park/Lowell Snohomish River Road. <br /> The property includes land known as the City of Everett Simpson site, the Tire <br /> Fire/Landfill site,properties acquired from BNSF, and additional properties <br /> north of 36th Street. <br /> Lead Agency: City of Everett Planning Department <br /> Contact: Dave Koenig Phone: 425-257-8736 Email: dkoenig@ci.everett.wa.us <br /> EIS Required: The lead agency has determined this proposal may have a significant adverse <br /> impact on the environment. An environmental impact statement(EIS) is required under RCW <br /> 43.21C.030(2)(c) and will be prepared. Itis the intent that the EIS will also analyze impacts <br /> related to National Environmental Policy Act (NEPA) compliance to address any federal permits <br /> required for work in wetlands and the Snohomish River, as well as potential use of federal funds <br /> for construction of portions of the development. <br /> Issues to be Discussed in EIS: The City as SEPA lead agency has identified the following areas <br /> to be discussed in the EIS, including existing conditions, impacts of the proposal, and potential <br /> mitigation measures: <br /> 1. Detailed description of the proposal and alternatives, including a description of the <br /> project phasing: <br /> Alternatives to be addressed in the EIS include: <br /> • Alternative 1 - Preferred Alternative: the construction of up to 1,200,000 sf of mixed <br /> commercial uses; up to 150,000 sf of hotel space; and up to 1,500 residential units and <br /> associated public amenities (see note below). <br /> • Alternative 2 -Development of the Simpson pad with approximately 600,000 square feet <br /> of office space. Development of the Landfill site with approximately 600,000 square foot <br /> of commercial (retail/office) space, and development of the Eclipse Mill site with <br /> approximately 200,000 square feet of commercial (retail/office) and associated public <br /> amenities(see note below). <br /> • Alternative 3 -The no-action alternative: Under the no action alternative the timing of <br /> development and of public amenities would likely be postponed because it would depend <br /> on future user(s) which are not known at this time.
