The City is hereby contracting <br /> with ICLEI — Local Governments for Sustainability (ICLEI) to assist in developing its Climate Action Plan <br /> for reducing municipal energy consumption and GHG emissions. <br /> SCOPE OF WORK <br /> • Task 1: Local Government Operations Protocol Compliance Analysis for the Municipal <br /> Operations portion of Everett's existing GHG Inventory <br /> • Task 2: Framing the Reductions Target for Municipal Government Operations <br /> • Task 3: Identification and Quantification of Implemented GHG Reduction Measures in <br /> Municipal Government Operations <br /> • Task 4: Identify and Prioritize Potential Measures to Reduce Emissions in Municipal <br /> Government Operations <br /> • Task 5: Draft the Municipal Climate Action Plan. <br /> SCOPE OF WORK— DETAILED OVERVIEW <br /> ICLEI's approach to this project is consistent with the methodology recommended through the Local <br /> Government GHG Emissions Protocol developed with the Climate Registry. <br /> Task 1: Local Government Operations Protocol Compliance Analysis for the Municipal <br /> Operations portion of Everett's existing GHG Inventory <br /> 1. Recalculate emissions from electricity use, solid waste and waste water treatment as per the <br /> Local Government GHG Inventory Protocol. <br /> 2. Provide QA/QC of all data. <br /> 3. Provide a forecast for municipal operations to 2020. <br /> Task 2: Framing the Reductions Target for Municipal Government Operations <br /> 1. ICLEI will provide a three page Memo to the City of Everett detailing the recommended <br /> reduction target with consideration of the current status of emissions reductions and their impact <br /> on the business as usual forecast. <br /> 2. ICLEI will make a presentation on this memo to the City Council. <br /> Task 3: Identification and Quantification of Implemented GHG Reduction Measures in Municipal <br /> Government Operations <br /> ICLEI will assist the City in identifying and quantifying GHG reduction measures implemented between <br /> the base and interim years analyzed in the GHG Inventory Report. <br /> J <br />
