1. ICLEI will work with City staff to identify a list of up to 40 actions previously implemented in City 3 <br /> government operations — across all departments — between the baseline and interim years, <br /> which have created emissions reductions. <br /> • City staff will compile a list of municipal reduction measures (up to a maximum of 40) <br /> implemented between the base and interim years of the inventory. <br /> 2. ICLEI will provide a two page memo to City staff identifying the information needed to quantify <br /> the emissions reduction measures on the list generated in sub-task one. <br /> 3. ICLEI staff will interview each department head to review the compiled list and ensure that the <br /> necessary quantification information is collected. <br /> 4. ICLEI will provide detailed quantification and summary of the top 25 (maximum) measures in <br /> government operations. <br /> Task 4: Identify and Prioritize Potential Measures to Reduce Emissions in Municipal Government <br /> Operations <br /> 1. ICLEI will interview up to 10 City staff or other relevant stakeholders (to be determined by City <br /> staff) to develop a list of potential new measures for reducing emissions for municipal <br /> operations. <br /> 2. ICLEI will work with the City Council Committee on Climate Change to determine general criteria <br /> for selecting measures for inclusion into the Municipal Climate Action Plan (Meeting 1). At this <br /> meeting, ICLEI will present the list of suggested new municipal measures for implementation <br /> and work with the Committee to narrow the list for quantification. <br /> 3. ICLEI will use the CACP software to model the projected impact of up to 30 (maximum) selected <br /> measures in terms of CO2e, criteria air pollutants and, if where data is available, dollars saved. <br /> 4. ICLEI will present key staff the initial quantification to verify data and assumptions regarding the <br /> proposed measures (Meeting 2). <br /> 5. ICLEI will meet with the City Council Committee on Climate Change to review the criteria for <br /> selecting and grouping measures and receive feedback regarding the proposed outline of the <br /> Climate Action Plan (Meeting 3). <br /> 6. ICLEI will assist the City in identifying and prioritizing potential measures to reduce emissions <br /> from government operations. Existing and potential measures from Tasks 3 and 4 will be <br /> collected and used to develop an Energy Efficiency and Conservation Strategy; making them <br /> eligible for EECBG funding. <br /> Task 5. Drafting the Municipal Climate Action Plan <br /> 1. ICLEI will perform technical writing and review of full document, including integration of <br /> deliverables from Tasks 1-4. Generally, the document will include: <br /> • Summary of the baseline inventory and emissions forecast; <br /> • Emission reductions target (recommendations and modifications); <br /> • List and quantification of existing measures; <br /> • New or proposed actions suggested for implementation in conjunction with <br /> measures already in place; and <br /> • Future steps. <br /> The analysis of past and proposed measures will consider: <br /> • Cost effectiveness of existing and proposed reduction recommendations, plans <br /> and programs; <br /> • State and Federal legislation and trends to ensure City actions will be in step with <br /> national and state Climate Change initiatives and proposals; and <br /> • How to reconcile the increase in transit fleet emissions (as the biggest <br /> offender)vis a vis ridership and the number of single occupant vehicles taken off <br /> the roads by the operation of a local transit system. <br /> 2. ICLEI will meet with the City Council Committee on Climate Change to review the draft <br /> Document. This feedback will then be incorporated into a finalized Municipal Climate Action <br /> Plan. <br /> 3. ICLEI will make a presentation to City Council to present the final Climate Action Plan. <br /> C3 <br />
