Memorandum of Understanding <br />Between City of Everett and the Lowell Civic Association <br />This Memorandum of Understanding is a statement of principles by <br />the City of Everett (the "City") and The Lowell Civic Association ("LCA"), <br />a Washington nonprofit corporation. <br />PURPOSES AND BACKGROUND <br />A. This Memorandum defines responsibilities between the City <br />and LCA relating to a one year pesticide -free trial program at Lowell Park. <br />The purpose of this Memorandum is to promote organized cooperation. <br />This Memorandum is not a legally binding contract. <br />B. Through this one-year trial program, volunteers will be <br />recruited by LCA to control weeds at Lowell Park. The City, through its <br />Parks and Recreation Department, intends. to use the trial program to help <br />determine if this method of weed control is a viable alternative to pesticides. <br />For the purposes of this Memorandum, pesticides are defined as chemical <br />preparations used to control undesirable plant, fungal, and/or insect species. <br />C. The City and LCA endeavor to achieve the following mutual <br />goals through the trial program: <br />• Reduce the use of pesticides in Everett parks by testing an <br />alternative methodology in Lowell Park turf areas, sand areas, <br />and landscape areas. <br />• Provide a pesticide -free alternative to Lowell Park users during <br />the trial program while still supporting the normal uses and <br />appearance of Lowell Park. <br />• Continue to search for opportunities to reduce pesticide use in <br />Everett parks wherever practically feasible. <br />D. LCA also endeavors to achieve the following through the trial <br />program: <br />• Educate the surrounding community regarding their own <br />pesticide use and the benefits of minimizing it, by modeling <br />alternative methods to pesticide use through volunteer work <br />parties, educational materials and work demonstrations. <br />112 <br />
