There were electrical extension cords being used to supply power to the <br /> appliances in the basement dwelling area. <br /> f. An electrical service entrance cable that provided service to the residential <br /> structure was in contact with the roof. <br /> g. The basement sleeping room had no emergency escape openings. <br /> h. These observed conditions are in violation of the IPMC and render the structure <br /> as unlawful and unsafe for occupancy. <br /> Inspector Budden discovered that no permits had been applied for or obtained from <br /> the City for the basement alterations. On March 13, 2015, the City issued a violation citation to the Respondents for <br /> violations of International Property Maintenance Code (IPMC) 404.4.4 Prohibited <br /> Occupancy as adopted by EMC 16.005.010; IPMC 404.4.5 Other Requirements as <br /> adopted by EMC 16.005.010; IPMC 106.1 Unlawful Acts as adopted by EMC <br /> 16.005.010; IPMC 108.1.4 Unlawful Structure as adopted by EMC 16.005.010; <br /> IPMC 108.1.1 Unsafe Structures as adopted by EMC 16.005.010; International <br /> Residential Code (IRC) R105.1 Permits Required as adopted by EMC 16.005.010; <br /> Everett Municipal Code (EMC) 8.60.030 Parking Restrictions and EMC 8.22.030(A) <br /> Abatement and Removal of Junk and Inoperable Motor Vehicles. Copies were <br /> mailed to the Respondents via first class and certified mail to the Respondents last <br /> known address which ECE Officer Cunningham obtained from Snohomish County <br /> Assessors Record. A copy was posted at the property. Each method of service <br /> used is independently sufficient to provide notice. (Pursuant to EMC 1.20.010.C.1) <br /> (Exhibit#4, Violation Citation dated March 13, 2015 with mail receipts) (Exhibit#5, <br /> Declaration of Service dated March 13, 2015 with photo) (Testimony of Code <br /> Enforcement Officer Cunningham) <br /> 7. On March 13, 2015, a notice of condemnation was sent to the Respondents via first <br /> class and certified mail. The notice informed the Respondents of the conditions on <br /> the property that were in violation of the IPMC which rendered the basement of the <br /> residential structure and the accessory structure as unlawful and unsafe. The <br /> basement of the residential structure and the accessory structure on site were to be <br /> vacated no later than March 20, 2015. ECE Officer Cunningham posted <br /> condemnation placards on both structures. On March 23, 2015, Respondent Debesay contacted ECE Officer Cunningham and <br /> informed him that the basement of the residential structure and attached accessory <br /> structure had been vacated.
