On April 8, 2015, ECE Officer Cunningham, Inspector Budden, Mike Bearda, City of <br /> Everett Building Division Electrical Inspector, and Respondent Debesay conducted <br /> an inspection of the property. They observed and photographed that the basement <br /> dwelling area of the residential structure and the attached accessory structure had <br /> been vacated. However, unsafe conditions remain with the electrical system and <br /> plumbing and mechanical equipment had been installed contrary to City code. The City provided the Respondents with an opportunity to correct the conditions that <br /> are in violation of sections of the EMC and provided notice of the date, time and <br /> place of this hearing.
