6 <br /> (3)A vehicle enclosed in an opaque auto cover specifically designed to <br /> completely shield the vehicle from view. The cover must be in good <br /> condition and must be replaced if it is tom, weather-beaten, or acquires any <br /> other defects. Tarps and makeshift covers do not meet the requirement. <br /> G. "Inoperable vehicle"means a motor vehicle substantially meeting the following <br /> requirements: <br /> (1) Not having valid vehicle license and tabs, or <br /> (2) Damaged to such extent as to render it illegal for operation on any public <br /> highway, including but not limited to any of the following: broken head or <br /> taillights, broken or missing mirrors, cracked or missing window or <br /> windshield, deflated tires, missing seats or steering wheel, or other general <br /> conditions that would render a vehicle incapable of being driven on a public <br /> highway. <br /> 8. EMC 8.60.030 Parking Restrictions, which reads: <br /> No more than four motor vehicles shall be parked on a residential lot. Each motor <br /> vehicle must be currently licensed and operable. <br /> Conclusions of Law Based on Above Findings: <br /> 1. By allowing the basement of the residential structure and the attached accessory <br /> structure on the property to be used for sleeping purposes, the Respondents <br /> violated IPMC 404.4.4 and IPMC 404.4.5. <br /> 2. By allowing the basement of the residential structure to be converted into a dwelling 1 <br /> unit without required City permits, the Respondents violated IRC R105.1. <br /> 3. By allowing occupancy of a converted basement with illegal ceiling height, lack of <br /> smoke alarms, the lack of proper emergency egress and the use of electrical <br /> extension cords to provide power, renders the structure as unlawful and unsafe as <br /> defined by IPMC 108.1.4 and IPMC 108.1.1, in violation of IPMC 106.1. <br /> 4. By allowing unlicensed vehicles and therefore inoperable vehicles to be parked on <br /> the property, the Respondents violated EMC 8.22.030(A). This violation is a public <br /> nuisance. <br /> 5. By allowing more than four vehicles to be parked on the property, the Respondents <br /> violated EMC 8.60.030. <br /> ORDER <br /> Based on the Findings of Fact and Conclusions of Law as stated above, it is hereby <br /> determined that the Respondents were in violation of IPMC 404.4.4, IPMC 404.4.5, <br />
