NOW, THEREFORE,BE IT RESOLVED BY THE EVERETT CITY COUNCIL: <br /> 1) That Exhibit One, attached hereto and incorporated herein by reference, reflects the <br /> Everett City Council's investment priorities for the City of Everett in the development of <br /> a revised Regional Transit Authority Phase One Plan. <br /> 2) That the investments represent a balanced, comprehensive and equitable regional <br /> transit plan which would provide citizens with travel alternatives in the face of growing <br /> traffic congestion. <br /> 3)That the investments are listed in priority order of importance to the Everett City <br /> Council and should be incorporated into the Phase One Plan in relation to, at the <br /> minimum,the approximate value of local revenue raised within the City. <br /> 4) That the financial contribution from the Regional Transit Authority identified for each <br /> investment represents the best estimate available at this time to completely implement the <br /> investment; represents the pro-rata share of capital facilities and services; and represents a <br /> partial contribution in anticipation of other contributions as defined in item (8) below. <br /> 5) That the total value of the investments listed in Exhibit One exceed the current <br /> Regional Transit Authority estimate of local revenue raised within the City of Everett in a <br /> revised phase one plan to allow for(within a phase one plan): <br /> a) Additional projects to be implemented if local revenue exceeds projections; or <br /> b) Additional projects to be implemented if additional revenue becomes available <br /> for use in the City through other funding sources (e.g. state grants, bonding); or <br /> c) Additional projects to be implemented if higher prioritized projects can not be <br /> implemented due to unanticipated project implementation barriers. <br /> 6) That the funding of HOV Lanes on the Interstate System has been identified as a State <br /> responsibility by the Washington State Secretary of Transportation and the Washington <br /> State Transportation Commission. The Everett City Council agrees with this position but <br /> realizes that the State currently does not have the funding to complete the HOV system in <br /> the Puget Sound region. The Everett City Council understands that the legislative <br /> leadership in Olympia is working on a proposal to complete the HOV system. The <br /> Everett City Council supports the development of such a proposal. In the event however, <br /> that the State cannot fund completion of the HOV system in Everett,the Everett City <br /> Council is willing to allow a portion of Everett's Regional Transit Authority dollars to be <br /> allowed to construct extensions to the HOV system. <br /> 7) That the funding of HOV direct access ramps connecting to the Interstate HOV lane <br /> system has been identified as a local government responsibility by the Washington State <br /> Secretary of Transportation and the Washington State Transportation Commission. The <br /> Everett City Council understands that in order to maximize the effectiveness of the <br /> Interstate HOV lane system, direct HOV access would provide additional benefit to High <br /> 5 <br />
