• <br /> • Immediately clean up any spills by removing and properly disposing of affected soils at <br /> an approved site. <br /> 13. *The Applicant shall provide further analysis to identify potential pollutant loads in surface <br /> water runoff prior to issuance of construction permits, as required by the City. <br /> 14. *During site preparation all refuse must be removed and disposed of appropriately. <br /> 15. *Educational signs must be provided to communicate to Costco patrons the importance of <br /> water quality and to describe the store's storm drainage features and wetlands. Details as to <br /> the location, design and content of the signs must be provided as part of the detailed <br /> wetland mitigation plan. <br /> 16. *Patrons and Costco employees shall be encouraged to carpool or use public transit to <br /> travel to and from Costco. <br /> 17 *Soils in wetland areas shall be amended to achieve a medium-fine texture to increase their <br /> ability to absorb phosphorus. <br /> 18. The use of phosphorus-containing fertilizers on this project for stormwater facility <br /> construction, or for installation and/or maintenance of landscaping, is prohibited. <br /> 19. The parking lots shall be swept weekly, with a vacuum or regenerative air sweeper. <br /> Sweeper operators shall be trained in achieving maximum sweeper performance. <br /> 20. Per City policies, due to the proximity of the site to environmentally sensitive areas, and its <br /> location within the Silver Lake drainage basin, seasonal limitations will be placed on land <br /> alteration activities. Land alteration activities are defined in the City's Design and <br /> Construction Standards and Specifications as clearing, grubbing, excavation, filling, <br /> grading, and stockpiling. Determination of the exact seasonal limitation period requires <br /> site specific information generally not available until the project design state. However, <br /> preliminary analysis using the information available at this time indicates that land <br /> alteration activities on the project site may be restricted to the period between April 1 and <br /> October 1. Excavation and grading for wetland mitigation work shall take place between <br /> June 15 and September 15, unless the mitigation area can be kept hydrologically separated <br /> from the existing wetland and drainage corridor until the mitigation area has been <br /> stabilized. <br /> 21. New and used tires shall be stored under-cover, with any necessary drains for the storage <br /> area(s) routed to the sanitary sewer system. <br /> 22. No produce shall be stored outside. Any dumpsters containing produce waste shall be <br /> stored in non-leaking, water-tight storage containers that are replaced as necessary when <br /> they become damaged or start to leak; or dumpsters shall be stored under-cover, with any <br /> necessary drains routed to the sanitary sewer. <br /> 23. An NPDES (National Pollutant Discharge Elimination System) permit, administered by <br /> Washington State's Department of Ecology, will be required for clearing and grading <br /> activities on this site if the site area disturbed by land alteration activities is greater than or <br /> equal to 5 acres. <br /> BK 3039 PG 0405 <br /> 6 <br /> 06150 24R <br />
