March 23 1994 _ <br />Clean-Up Progrem (HWICP) list of known potentially hazardous sites; <br />943-1575 <br />Reviewed a title history report which included entries from 1874 to ]989; <br />Interviewed available personnel at state and local agencies, and past owners <br />who may have had some knowledge of potentially hazardous conditions on <br />the site or in the immediate area. <br />Contracted a local asbestos testing firm to collect samples of suspected asbestos <br />containing materials from the existing house on the site. The samples were <br />analyzed for asbestos. <br />3.1 Site Survey and Descripdon <br />A site survey was performed by a Golder Associates staff geologist on March 4, 1994. This <br />task was performed to make visual observations to identify any areas of concern for potential <br />environmental contaminetion. A site plan (Figure 2) was completed with the approximate <br />locations of items discussed in this section. <br />The site was located in a predominately residential neighborhood located about 9/2 mile <br />southeast of Snohomish County Airport (Paine Field). Based on the aerial photograph <br />review, site development began in the area in about the mid to late 1950's. The site was <br />bordered on all sides by single family house lots. Paine Field Way bordered the site on the <br />southwest, and 112th Street S.W. on the south. The adjacent lot to the east contained a one <br />story wood freme house. The lot along the northwest boundary contained a small <br />abandoned concrete block house. Fumiture, garbage, and wood debris were observed <br />around the abandoned house. It appeared that the abandoned house and trash laying about <br />had been bumed. No obvious signs of hazardous materials or spills were observed on the <br />surrounding praperties. <br />The subject site consisted of two residential lots, lot 34 on the east half and lot 35 on the west. <br />Lot 3�i was vacant and lot 35 contained a one story, wood framed, house with a crawl space <br />and attached carport. Two sheds were located east of the house. Driveway access was from <br />1]2th Street S.W. to the east side of the house. The area to the north and south of the house <br />was landscaped with gress, trees and ahrubs. The west portion of the lot was overgrown <br />with thick brush end trees. A pile of garbage and debris was observed in the northeast <br />comer of the lot. The garbage contained boHles, cans, shingles, downspouts, gutters, empty <br />house paint cans, and empty oil filters and oil bottles. It appeared that the containero were <br />dumped empty, no stained ground or odors were detected in the garbage. We did not <br />observe any distressed vegetaHon, or stained ground on the site. No vent or fill pipes for <br />underground tanks were observed. No storage containers or drums were observed. There <br />was no standing water at the time of our aite visit. Based on site topography from the Target <br />Surveyors drawing, the surface water drainage is to the east across the site. An exception <br />exists along the property boundary adjacent to Paine Field Way and 112th Street S.W. where <br />the site gredes slope down to the roadway elevation. <br />Golder Assoclates <br />�.. <br />
