Pnor to application for building <br />pertnits and plan re.view by the Public Works Department, a charactenzation of <br />the hydrology of the wetlands on or adjacent to this project that may be affected <br />by the developmant of this site must be reviewed and approved by the Planning <br />Department. (Sf_=PA Water and Plant and Animal Policies) <br />15. The drainage plan must inGude a pipe or swale to convey lake overflows and <br />discharge it at ;he naturelly occurting location. (SEPA Water Policies) <br />16. All stortnwater runoH irom the paved areas of the site must be routed through <br />either a baffle-type oil/water separator in series with a vegetated swale or <br />through a wetpond prior to discharge of the stortnwater from the site or to <br />stream or wetland areas. These water qualiry enhancing fadlities must be <br />designed in accordance with City Standards, consWcted in conjundion with <br />Phase I development, and should be sized for all anticipated future stortnwater <br />runaff irom both phases of the project. <br />When a vegetated swale is provided for water qualiry enhancement of stortn <br />water, a minimum of 10 feet of essentially flat ground must be provided between <br />the swale s id any adjacent buildings, unless othervvise approved by the Fire <br />Marshal. <br />The required vegetated swales or wetpond must be provided outside of <br />wetlands, sVeams, and their buHers. The swales or wetpond must be shown on <br />the required landscaping plan, as well as on Public Works drainage plans. <br />(SEPA Plant and Animal and Water Poliaes) <br />17. Wetland Mitioation Proposal <br />Phase I. The proposal includes the fill of .204 acre of wetland on Phase I. <br />MiUgation would be provided by the .14 acre expansion of an exisUng wetland, <br />the enhancement of a wetland buffer, and the enhancement and rehabilitation <br />of the northem finger of an existing wetland. <br />Phaae II. The applicant proposes the construction ot a vegetated swale for the <br />proposal on an adjacent site (Phase 11). The Applicant proposes the fill of 578 <br />square feet of weGands along the property boundary belween Phase I and <br />Phase II. Mitigation would be provided by the 720 square foot expansion of an <br />exisUng wetland at the southeast comer of the site. The proposal also <br />inGudes a bu}fer reduction for the wetland along the south and east portion of <br />Phase II. <br />Wetland mitigation plans prepared by Logan and Jones inGude a mitigation <br />plan for Phase I received July 17, 1991 and mitigaGon plans for Phase II dated <br />August 29, 1991, December 23, 1991, and June 25, 1992. The miUgatlon plan <br />eluments inGude the following: <br />Phass I- Expansion of wetlands would occur through excavatlng, so that <br />the natural hydrology will suppurt the wetlands species. A suAace <br />blanket of organic soils would be placed. The final excavation would <br />breach the new wetland boundary with the existinp wetland. New <br />weNand areas would be planted with catteils and soft rush. BuHer <br />enhancement is also proposed by dearing, grading and replanting with <br />E%IIIBIL� <br />o�_ oE.28 <br />
