fence a minimum of 42 inches high, or an altemative design approved by <br />the Planning Department. Fencing of the wildlife corridors and the <br />other wetland and stream buHers must be solid wood a minimum of 5 <br />feet high or an altemative design approved by the Planning Department. <br />3. The wildlife cortidors, wetlands, stream, and the wetland and stream <br />buffers must be placed within an environmentally sensitive area <br />protective covenant which is recorded with the Snohomish County <br />Aud�tor pnor to the issuance of pertnits. The covenant language shall be <br />approved by the Planning Department. <br />4. Prior to issuanco of any pertnits tor the site, a final wetland and stream <br />mitigation plan must be reviewed and approved by lhe Planning <br />Department. This plan must inGude the following elements: <br />a. Goals and objectives of the wetland mitigaGon plan (inGuding <br />hydrology, survival of vegetation by species, percent cover, etc.). <br />b. Construction design and detailed landscaping plan. <br />c. Site facilities, such as sidcwalks and reueation areas, are not <br />pertniried within the wetland or its buHer. <br />d. The mitigation plan must inGude signs which explain the <br />functions and values of the wetlands/stream to resident.. <br />e. Construction implementation plan and schedule. This must <br />inGude details regarding timing of piacement of consWction <br />erosion control, grading the new wetland area and swales, <br />substrate preparation, landscaping, irtigation durinp <br />establishment of landscaping, etc. per wetland mitigaGon reports <br />and MDNS requirements. <br />Compensatory wetland work must be completed and approved <br />prior to issuance of any pertnRs for other site atteration or building <br />pertnits. <br />f. A minimum five year monitoring plan (monitoring must continue <br />for at least one year after the compensation areas meet the <br />criteria For success). This must inGude restoration goals, a <br />hvpothesis and peAortnance standards or criteria to measure <br />'success" of the mitigation, yearly photos, and contingency <br />plans which specify corrective measures to be taken should the <br />mitipation plan not be successful. Monitoring reports shall be due <br />at two and five year intervals from the date of completion. <br />Please see Attachment 2 to this MDNS for details regarding <br />content ot the monitoring plan. <br />p. A long term maintenance/monitoring plan. <br />h. A mafntenance assurance device must be provided for an <br />amount no less than 10 percer�t of the cost of monitoring the site <br />tor three years by a weUands biologist and 1096 of the cost ot <br />planting the wetland and buifer plantlngs. The Applicant must <br />submit an esdmate of the cost from a landscape suppNer and/or <br />wetlands biolopist.
