B. SHORELINF SUBSTANTIAL DEVELOPMENT PERMIT <br />Shoreline Master Program Jurisdictlon: <br />Findina: The site is within the jurisdiction of the Snohomish County <br />Shoreline Management Master Pmgram (SMMP), since the area was <br />anrexed to the City in 1984 end the City's Shoreline Master Plan has not <br />been updated to include this area. <br />Conclusion: The project is under the jurisdiction af the Snohomish County <br />SMMP. <br />Z. Shoreline Environmental Desipnallon: <br />Findina: The area is designated Urban. Residential development is <br />pertnitted subject to the general regulations. <br />ConGusion: The proposed apartment project and the associated <br />development of the site must conform with the requirements of the <br />Snohomish County SMMP. <br />3. Snohomiah County Master Propram Use Regulallona: <br />The Use Activity-Shoreline Environment Compatibility Matrix in the SMMP <br />lists specific use activities and whether or not the u�4 is permitted in the <br />shoreline designation. The following use activities associated with the <br />development of the Casper Creek property as residential use are listed as <br />pertnitted uses in the Urban Environment, subject to regulatory controls: <br />Recreation, Roads and Railroads, Shoreline Stabilization and Flood <br />Protection, Signs, and Udlities. The tollowing use adivities inGude <br />regulations for special circumstances that apply to the Casper Creek <br />property: Archeolopical Areas and Historic Sites and Landfill and Solid <br />Waste Disposal. See Exhibit 8 for The Use Activiry-Shoreline <br />Environment Compatibility Matrix and the regulations that apply to the use <br />activities listed. <br />ReaiderKial Develoomerrt• <br />Findina; The following general regulations apply to the proposal: <br />a. Placement of fill to assist in flood-proofing of residences shall be <br />allowed subject to appropnate (lood control regulations. <br />b. All utiliry lines shall be underground. <br />c. Pertnit applicants may be required to submit a plan for maintaining <br />shoreline stabiliry or erosion control during and after construction. <br />
