ATTACHMENT 3 <br />CASPER CREEI: REVISED MDNS (SEPA #92-89) <br />INFORMATION FOR DEVELOPER: <br />The following infortnation is provided for the developer's benefit. All comments are <br />preliminary in nature, and are based upon the preliminary site plan and the ordinances <br />in effect at time of submittal for SEPA review. The proposal must comply with all <br />ordinances in eNect at the time a complete building pertnit application is filed, including <br />those not specifically set forth herein. (Exception: For vesting under the Zoning Code, <br />please refer to the Casper Creek Vesting Oecision dated July 31, 1892.) These <br />conditions are not appealable under SEPA. Contact the Planning Department for <br />infortnation regarding appeals processes for the requirements listed in this document. <br />Requfrementa of Existing Codes and Ordinances <br />Detailed drawings in accordance with Ciry Design and Construction Standards <br />shall be submitted to the Public Wo�lcs Department showing site parking layout, <br />landscaping, utilities, storm drainage, temporary construction erosion control, <br />and all required improvements in the public right-of-way. Public Works <br />Department approval of these drawings is required prior to any pertnits being <br />issued. All improvements shall be completed, approved, ano warranted before <br />Occupancy pertnits are issued. <br />2. Full standard street improvements are required to the property's irontage on <br />Silver Lake Road, inGuding but not limited to curb, gutter, sidewalk, drainage <br />control, and transitions per City Standards per Ordinance 555-78 as amended. <br />3. On-site detention is required per City Standards. All stormwater facilities, <br />including detention facilities, wetponds and vegetated swales, must be located <br />outside wetland and stream buffer areas. Wetlands may not be used for <br />detention of stortnwater. <br />5. <br />a <br />;� <br />Special charges for connection to the sewer and water systems in eccordance <br />with Ordinance 1171-85, and subsequent revisions, are applicable. These <br />charges are based on projected water usage and can be substantial. The <br />Applicant is encouraged to obtain a copy of the ordinance and detertnine <br />estimated charges prior to building pertnit application. The actual cost shall be <br />computed by the 8uilding Department per the ordinance in effect at the time <br />and according to the information provided on the approved plans on the date of <br />permit issuance. <br />A looped public water main is required to produce 2,000 GPM per City Design <br />Standards and Fire Marshal requirements. <br />A public sewer main must be installed per City Design Standards. <br />City streets are to be kept clear of dirt and debris at all times during <br />consUuction. Dust suppression and street Geaning must occur as directed by <br />the Public Works Inspector. <br />Pertnits must be obtained for all fill removed trom the site and placed within the <br />City limits. <br />
