In addidon to the establishment of wetland buffers, 10 foot building <br />setbacks will be provided outside of buffers for wedand #1, wetland #2, <br />the south boundary wedand and Silver Lake Creek stream buffer. The <br />bioflla-adon swale of the south boundary wedand will be located within <br />the 10' building setback, but outside of the south boundary wedand buffer. <br />A 42" high split rail fence or S' high solid wood fence or alternarive design <br />approved by the Planning Department, must be installed at the outside <br />boundary of all buffers and along wildllfe corridors. The fence should not <br />be placed between wedands and wildlife corridors. <br />IMPLEMENTATION PLAN <br />Earthwork and p(ant placement will be performed by a licensed landscape <br />contractor, supervised by the consulting biologist: Jeffery S. Jones of J. S. <br />Joc:�s and Associates, Inc., 8678 Island Drive S., Seatde, WA 98118, phane <br />(206) 722-5062. <br />Prior to the start of midgation acavi�es, the City of Everett Planning <br />Departrnent must issue permits for implementadon of the final mitigadon <br />plan. Construcdon :lcdvides will occur between March 1 and October 31, <br />as soon as possible after approval is granted. <br />Erosion control measures will be implemented prior to ground clearing. <br />These consist of sediment fence placement azound all existing wedand <br />areas not to be impacted by the consiruction, so as to prevent sediment <br />from entering sensidve azeas. Other measures that may be needed include <br />temporary construcdon seeding, straw placement, and temporary <br />consrrucdon sedimentation ponds. Upon compledon of construction in <br />weda �i midgatlon areas, the sediment fence will be relocaced outside the <br />midgation areas. Mirigadon azeas adjacent to wetland #2 and th�° <br />south boundary wedand will then be excavated to the depth of the origin�Q <br />organic soil, so the natural high water table will support hydrophytic <br />vegetadon. Organic topsoil will be at least six inches thick over the <br />excavated areas. If the underlying solls aze not suitable, or if addirional <br />topsoil is needed, it will be loose and clean of debris, so as to provide a <br />proper seedbed. The wetland biologist will approve soil quality and <br />seedbed preparadon. <br />4 <br />
