The majority of t.he intersections studied aze signalized. Th.e <br />level of services shown for these intersections are baeed upon <br />critical volume analysis and the volume to capacity ratio ior <br />the intersection as a whole. <br />Analysis of the unsiqnalized intersections assumed an average <br />runninq speed of equal to the posted speed limit. Critical qaps <br />were reduced by 0.5 seconds for all movements to accc•int for the <br />area population exceeding 250,000, as permitted in the H.C.M. <br />The LOS qiven for unsiqnalized intersections are for the <br />movement with the lowest reserve capacity. <br />Mitiqations qiven in the key to footnotes are intended to <br />improve the LOS to 'D' or better where possible. The specific <br />mitigations are discussed further in the next section. <br />•• -�- : .�• �• - <br />in the study area there are seven locations where deletezious <br />impacts in terms of p.m. peak hour levels of service will occur <br />as a result of traffic volume increases due to background growth <br />together With growth caused by implementation of the adjacent <br />projects in the area. These are at the 1 e.E. <br />Street S.E. intersection where a LOS 'E' will exist in 1995, at <br />the 19th Avenue S.E./1_16�h Street S.E. intersection where a I.OS <br />'F' wiZl exist in 1995, at the 19th Avenue S.E./112th Street <br />S.E. intersection where a LOS 'E' currentZ y exis s falling to <br />'F' in 1995, at the 112th Street S.E./7th_Avenue S.E. <br />intersection where a LOS �'fi� wi1T exist in 1995, at the 19th <br />Avenue S.E./100th Street S.E. intersection where a LOS '� will <br />exisf in 1995, the 19th Avenue S.E,/E1 Capitan Way intersection <br />where LOS 'F' will exist in 1995 and the S.R. 526/Broadway <br />Avenue where a LOS 'F' presently exists and will continue to <br />exist in 1995. it is important to note that these level of <br />service deficiencies will exist regardless development of the <br />"Casper Creek" project. Traffic generated by "Casper Creek" <br />will simply exacerbate these already deficient levels of <br />service. <br />At the 121st Street S.E./19th Avenue S.E. intersection aidening <br />of 19th Avenue S.E. to five lanes and signalization of the <br />intersection vould improve the 1995 p.m. peak hour LOS f.:om an <br />'F' without improvements to an 'A'.
