Landscaping in the parking areas and landscaping in <br />setbacks where landscape screening is required shall not be counted in meeting <br />this standard. Recreation facilities must be provided for a range of age groups. <br />A minim� m ot one tot lot is required. Tot lots must be located in central areas, <br />where adequate supervision of children can be provided. <br />As part of the building pertnit application, the Applicant must submit a recreation <br />plan including standards and specifications for recreation areas and equipment, <br />both inside and outside the building, inGuding pictures of proposed equipment <br />If sufficient information is not known at time of submittal for building pertnits, <br />minimum specifications or examples must be provided. Prior to the issuance of <br />Building permits, the Planning Department mus'. aoprove a plan for on-site <br />recreation faciliGes. (SEPA Public Services and Utilities Policies) <br />9. Pliase I- Screening of all refuse disposal areas, incl�.iding recycling areas, must <br />be provided. The location of refuse disposal areas must be shown on the site <br />plans submitted for building pertnits. (SEPA Land a id Shoreline Use Policies) <br />10. Prior to issuance of any pertnits, landscaping pl��ns must be reviewed and <br />approved by the Planning Department. The la idscaping plan must show <br />location af required vegetated swales, rockeries and retaining walls, and grading <br />at 2 foot intervals. The wetland and buHer plantin �s may be incorporated into <br />the landscaping plan for the site, or in a separate p;an. Irtigation systems must <br />be provided in all �andscaped areas. (SEPA Land and Shoreline Use Policies) <br />11 All exterior lights shall be directed downward onto the site and away from <br />adjacent properties. (SEPA Land and Shoreline Uso Policies) <br />12. All necessary erosion control measures must be utilized and maintained to <br />ensure sediments stay on site and do not enter the Silver LakelNorth Creek <br />drainage system. An erosion and sedimentation control plan must be reviewed <br />and approved by the Public Works Department prior to issuance of any permits. <br />(SEPA Earth and Water Policies) <br />13. Per City policies, due to the proximity of the site to environmentally sensitive <br />areas, seasonal limitations will be placed on land alteration activities. Land <br />alteration activities are defined in the City's Desian and Constrvction Standards <br />and SoecificaUons as Gearing, grubbing, excavation, filling, grading, and <br />stockpilinp. Detertnination of the exact seasonal limitation period requires site <br />specific information generally not available until the project design stage. <br />However, preliminary analysis using the infortnation available at this time <br />indicates that land alteration activities on the project site will be restricted to the <br />period between April 1 and October 1. (SEPA Water and Plant and Animal <br />Policies) <br />14. Development of the site must not adversely affect the hydrology of the site's <br />wetlands. It is important that the hydroperiod for the wetlands not be altered to <br />the point that major species changes will occur. The quantity and rate of water <br />entenng the wetlands must be detertnined tor wrrent conditions. Under <br />developed conditions, a similar rate and quantiry of root drainage or treated <br />runoff must continue to be discharged to the wetland(s). Calculations showing <br />
