15. <br />the inflow and outflow during a normal rainfall year relativa to existing and post <br />construction conditions must be provided. Prior to application for building <br />pertnits and plan review by the Public Worlcs Department, a characterization of <br />the hydrology of the wetlands on or adjacent to this project that may be affected <br />by the development of this site must be reviewed and approved by the Planning <br />Department. (SEPA Water and Plant and Animal Policies) <br />The drainage plan must include a pipe or swale to convey lake overflows and <br />discharge it at the naturally occurting location. (SEPA Water Policies) <br />18. All stortnwater runoH from the paved areas of the site must be routed through <br />either a baffie-type oil/water separator in series with a vegetated swale or <br />through a wetpond prior to discharge of the stortnwater from the site or to <br />stream or wetland areas. These water quality enhancing facilities must be <br />designed in accordance with Ciry Standards, constructed in conjunction with <br />Phase I development, and should be sized for all anticipated future stortnwater <br />runoH from both phases of the project. <br />When a vegetated swale is provided for water quality enhancement of stortn <br />water, a minimum of 10 feet of essentially flat ground must be provided between <br />the swale and any adjacent buildings, unless otherwise approved by the Fire <br />Marshal. <br />The required vegetated swales or wetpond must be provided outside of <br />wetlands, streams, and their buffers. The swales or weq>ond must be shown on <br />the required landscaping plan, as well as on Public Works dra!nage plans. <br />(SEPA Plant and Animal and Water Policies) <br />17. Wetland Mitiaation Proposal <br />Phase I. The proposal includes the fill of .204 acre ol wetland on Phase I. <br />Mitigation would be provided by the .14 acre expansion of an existing wetiand, <br />the enhancement of a wetland buffer, arid the enhancement and rehabilitation <br />of the northem finger of an existing weUand. <br />Phase II. The applicant proposes th,e construction of a vegetated swale for the <br />proposal on an adjacent site (Phasr� II). The Applicant proposes the fill of 576 <br />square feet of wetlands along thri property boundary between Phase I and <br />Phase II. Mitigallon would be prov�ded by the 720 square foot expansion of an <br />existing wetland at the southeast comer of the site. The proposal also <br />inGudes a buffer reduction for thE� wetland along the south and east portion of <br />Phase II. <br />Wetland mitigation plans prepared by Logan and Jones include a mitigation <br />plan for Phase I received July 17, 1991 and mitigation plans for Phase II dated <br />August 29, 1991, December 23, 1991, and June 25, 1992. The mitigation plan <br />elements include the following: <br />Phase I- Expansion of wedands would occur through excavating, so that <br />the natural hydrology will support the wetlands species. A suAace <br />blanket of organic soils would be placed. The final excavation would <br />breach the new wetland boundary with the existing wetland. New <br />weHand areas would be planted with cattails and sok rush. BuHer <br />enhancement is also proposed by ciearing, grading and replanting with <br />
