native plants. <br />Phase II - The new wetland would be excavated to the height of the top <br />of bank of Silver Lake Creek channel. Annual ryegrass would be planted <br />at 15 Ibs./acre and willow cuttings would be planted at 2 foot spacing. <br />A garage and shed would be removed from the wetland buNer area. <br />The disturbed area and a 37-1/2 foot buffer would be planted with native <br />trees and shrubs in a random triangular spacing pattem. The 25 foot <br />buffer for the outfluw fmm Silver Lake will have an enhanced buffer of <br />25 feet, with proposed species listed in the mitigation plan dated <br />June 25, 1992. <br />Additional Wetland Mitiaation Reauirements <br />Development of the site must be in confortnance with the proposeo mitigation <br />plans and the following modifications and additional conditions: <br />A. Phase I : <br />1. These <br />should be planted in equal numbers to total 180. Mock orange <br />(Philadelphus lewisii) may not be used, since it is generally found <br />in dry clearings of Douglas fir forests. Physocarpus capitatus <br />(ninebark), or another species approved by the Planning <br />Department, shall be used instead. <br />Rather than hardhack, an equal number oi hardhack and redstem <br />dogwood shall be provided; and <br />Rather than soft rush the plantings must inGude bullrush (Scirpus <br />microcarpus), slough sedge (Carex obnupta), spike rush <br />(Eleocharis spp.), and/or sawbeak sedge (Carex stipata). <br />Populus tricncarpa (Black cottonwood) shouid be planted along <br />the southem and eastem wetland area. There are a number of <br />seedlings and saplings already coming up in the southem area, a <br />number ot which could be used for transplantinp to other portions <br />of the wetland and stream cortidor.
