fence a minimum of 42 inches high, or an altemative design approved by <br />lhe Planning Department. Fencing of the wildlife corridors and the <br />other wetland and stream buffers must be solid wood a minimum of 5 <br />feet high or an altemative design approved by the Planning Department. <br />3. The wildlife corridors, wetlands, stream, and the wetland and stream <br />buHers must be placed within an environmentally sensitive area <br />protective covenant which is recorded with the Snohomish Counry <br />Auditor prior to the issuance of pertnits. The covenant language shall be <br />approved by the Planning Department. <br />4. Prior to issuance of any pertnits tor the site, a final wetland and stream <br />mitigation plan must be reviewed and approved by the F'lanning <br />Department. This plan must include the following elements: <br />a. Goals and objectives of the weUand mitigation plan (including <br />hydrology, survival of vegetation by species, percent cover, etc.). <br />b. ConsWction design and detailed landscaping plan. <br />c. Site facilities, such as sidewalks and recreation areas, are not <br />pertnitted within the wetland or its buffer. <br />d. The mitigation plan must include signs which explain lhe <br />functions and values of the wetlands/stream to residents. <br />e. Construction implementation plan and schedule. This must <br />include details regarding timing of placement of construction <br />erosion control, grading the new wetland area and swales, <br />substrate preparation, landscaping, irtigation during <br />establishment of landscaping, etc. per wetland mitigation reports <br />and MDNS requirements. <br />Compensatory wetland work must be completed and approved <br />prior to issuance of any pertnits for other sile alteration or building <br />permits. <br />f. A minimum five year monitonng plan (monitoring must continue <br />tor at least one year after the compensation aregs meet the <br />criteria for success). This must inclu�e restoration goals, a <br />hypothesis, and perfortnance standards or criteria to measure <br />"success" of the mitigation, yearly photos, and contingency <br />plans which specify corrective measures to be taken should the <br />mitipation plan not be successtul. Monitoring reports shall be due <br />at lwo and five year intervals from the date of completion. <br />Please see Attachment 2 to this MDNS for details regarding <br />content of the monitorina plan. <br />g. A long tertn maintennnce/monitoring plan. <br />h. A maintenance assurance device must be provided for an <br />amount no less than 10 percent of the cost oi monitoring the site <br />for three years by a wetlands biologist and 10� of the cost of <br />planting the wetland and buNer plantings. The Applicanl must <br />submit an estimato oi the cost frorn a landscape supplier and/or <br />wetlands biologist. The amount of the assurance device shall be <br />detertnined by the Planning Diredor. <br />(SEPA Water and Plant and Animal Policies) <br />18. Pricr to issuance of grading or building pertnits for the site, the Applicant must <br />submit a ietter from a wetlands biologist which states that the wetland mitigation <br />
