Various witnesses submitted that unsafe conditions exist <br />in the area because of the amount oE traEfic on a narrow <br />two-lane road. The witnesses submitted that traffic <br />studies ace necessary and they should includa data oE <br />the traffic in the area prior to the road construction <br />and building construction that is in progres=. <br />(Laaback, Claflin, Gallagher testimony) <br />22. Witnesses submitted that there must be some control of <br />oil waste fcom the subject property. According to the <br />Witness (Vandermeer) oil put into the drainage system <br />could impact and pollute not only Silver Lake but th= <br />streams draining the lake. Tte pollution could occur <br />ali the way to Gake Washington. <br />23. The Witness (P. Claflin) submitted that the proposed oil <br />separator will not affectively control oil Erom parking <br />lots whi.ch wil] handle vehicles Eor 255 tenants. <br />24. A Witness submitted that the site should not be <br />developed as proposed but should be a part of a <br />preserved wetland or wildlife area developed as a <br />recreational area by the City oE Everett. <br />25. A Witness (Davis) testiEied to be the owner of property <br />adjacent to the subject property. The witness submitted <br />that he approved oE the proposed development and the <br />conditions as submitted by the Applicant and tiie City. <br />CONCLUSIONS <br />1. The Applicar,t and the City of Everett have requested <br />approval oE proposed revised conditions of approval of <br />the Shoreline S�bstantial Development Permit issued on <br />May 29, 1986, for property located west of 119th Avenue <br />S.E. and north of Silver Lake Road in the City oE <br />Gverett, Washington. <br />2. The requested proposed revised conditions of approval <br />have been reviewed pursuant to Ordinance M1122-85 <br />Section 7. The proposed revised conditions satisEy the <br />critecia as set Eorth in said ordinance. <br />3_ The revised conditions are consistert witfi the policiPs <br />��� and procedures of the Shorelines Act of. 1971_ <br />4. <br />The proposed revised conditions �re consistent with the <br />D�partment of F.colugy Shureline t4�nage�n��nt Gui�j�lines of <br />1972. <br />�y <br />p <br />( <br />h <br />N <br />
