The loss oi small portlons of low
valuo Wetland A and the small portion of Wetlend C while retaining a
much larger porlfon of multi-canop(ed forest will provide a net
improvement to the overall function of Ihe aroa. Wetland B is a large
wetland with a beaver pond extending off-slte tor some distance.
If tract 996 were doveloped pur standard code with a 25-foot buffer,
Wetland A would ba fragmented from Wetlend B. As proposed ther^
v,ili be a large block of land that will provide a functional habflat.
Wetland C wil be surrounded by dovelopment. No matter what
developmont is proposed, it w(II be fragmented. However, Wetland
C, Geing Isolated and a closed basin, hes drasticelly altered
hydrology. The amount of alteration is unknown, specifically whether
wator Is added or the wetland hydrology has been taken awey. To
onsure the hydrology Is maintained for Wetland C, "clean" weter from
the subdivision will be discharged to Wotland C, To prover+t Wetland
C from becoming over-inundated of the water level rising because of
unnatural additlons, an outlet structure is provided at the corner of
lots 9 and 10 where they intersect Wetlend C.
This outlet structure is placed on what is delermined to be the high
water mark, so that if additlonal water is placad in Wetland C above
what has been historic, it will overilow out of the wetland. Without
this ovemow structure, it is possible that WeUend C could be
inundatod, thereby killing the trees around its margins. Developmenl
makes it possible to drain Wetland C. Draining ciean wator to
Wetland C and having the outlet structure provides a stable
hydropeiod.
Wetland A and its buffer have been highly degraded, and an
enhancement of the remainder of Welland A that is undisturbed by
tho development will be conducted. The Innovative Design in filling
Wetland A will have no dograding impacts or decrease the value of
any functions of Wetlands A, B, or C.
The Intent (s that the innovative design Is wnsistent wlth the overall
ob)ectives of this chepter. If staff roquiros needed edditions, B8A
wouid gladly comply (b).
3B47 08n.lnc. 1/11/OS
