01/12/2005 22:54 2538582534 8 A INC <br />PAGE 14 <br />The Innovative Design to mitigate for these activities Is to designate <br />a largo area of forested upland in tract 996 that normally would be <br />available to develop as a NGPA. The loss oi small portlons of low <br />valuo Wetland A and the small portion of Wetlend C while retaining a <br />much larger porlfon of multi-canop(ed forest will provide a net <br />improvement to the overall function of Ihe aroa. Wetland B is a large <br />wetland with a beaver pond extending off-slte tor some distance. <br />If tract 996 were doveloped pur standard code with a 25-foot buffer, <br />Wetland A would ba fragmented from Wetlend B. As proposed ther^ <br />v,ili be a large block of land that will provide a functional habflat. <br />Wetland C wil� be surrounded by dovelopment. No matter what <br />developmont is proposed, it w(II be fragmented. However, Wetland <br />C, Geing Isolated and a closed basin, hes drasticelly altered <br />hydrology. The amount of alteration is unknown, specifically whether <br />wator Is added or the wetland hydrology has been taken awey. To <br />onsure the hydrology Is maintained for Wetland C, "clean" weter from <br />the subdivision will be discharged to Wotland C, To prover+t Wetland <br />C from becoming over-inundated of the water level rising because of <br />unnatural additlons, an outlet structure is provided at the corner of <br />lots 9 and 10 where they intersect Wetlend C. <br />This outlet structure is placed on what is delermined to be the high <br />water mark, so that if additlonal water is placad in Wetland C above <br />what has been historic, it will overilow out of the wetland. Without <br />this ovemow structure, it is possible that WeUend C could be <br />inundatod, thereby killing the trees around its margins. Developmenl <br />makes it possible to drain Wetland C. Draining ciean wator to <br />Wetland C and having the outlet structure provides a stable <br />hydrope�iod. <br />Wetland A and its buffer have been highly degraded, and an <br />enhancement of the remainder of Welland A that is undisturbed by <br />tho development will be conducted. The Innovative Design in filling <br />Wetland A will have no dograding impacts or decrease the value of <br />any functions of Wetlands A, B, or C. <br />The Intent (s that the innovative design Is wnsistent wlth the overall <br />ob)ectives of this chepter.
