MEMORANDUM 9 <br /> March 17,2010 <br /> Page 4 <br /> GC/CM method may result in a lower amount of change orders during construction, and the <br /> GC/CM method has features that would improve the constructability and operability of the <br /> facility. <br /> R.W.Beck Recommendation <br /> Based on the analysis R. W. Beck is of the opinion that the GC/CM delivery approach is <br /> preferred approach for the project. <br /> For this facility,R. W. Beck sees several advantages of GC/CM over DBB. <br /> 1. Ability to hire GC/CM based on qualifications. <br /> 2. Protects the City from overly aggressive initial bidding that requires contractors to make <br /> up losses through change orders. <br /> 3. Preconstruction services provided by the GC/CM offer significant benefit in potentially <br /> reducing cost and avoiding problems during construction. <br /> 4. 80-90%of project work will be competitively bid in accordance with City procurement <br /> requirements. <br /> 5. The work that is not competitively bid consists of activities(construction management, <br /> review of engineer design,cost estimating)for which contractor experience and <br /> qualifications are critical <br /> 6. If the City is unable to negotiate a Maximum Allowable Construction Cost(MACC)with <br /> the GC/CM,the City can revert to the DBB approach and issue the project for bids. <br /> 7. GC/CM contracting is becoming more common,and as a result,the pool of general <br /> contractors and subcontractors willing to bid on GC/CM contracts is increasing. <br /> Therefore,we would expect to have competitive subcontractor bidding using GC/CM <br /> method. <br /> For this facility,R. W. Beck sees several advantages of GC/CM over DB. <br /> 1. The City has successfully completed a GC/CM project at the EWPCF and is <br /> knowledgeable regarding how to manage the GC/CM process to the benefit of the City. <br /> Use of DB is quite complex would require the City to learn and apply a very different <br /> approach. <br /> 2. DB may offer fewer opportunities for use of local contractors. <br /> 3. GC/CM takes better advantage of the owner's detailed knowledge of the facility during <br /> design and construction. This should enhance the quality of long-term operations. <br /> 4.
