MEMORANDUM 9 <br /> March 17,2010 <br /> Page 6 <br /> Obtain Project Review Committee Approval <br /> The City must obtain approval from the state Capital Projects Advisory Review Board(CPARB) <br /> Project Review Committee (PRC) to use the GC/CM contracting method. Attachments 2 and 3 <br /> are the application and a fact sheet provided by the PRC. The application process consists of <br /> completing the application and submitting it to the PRC. The City must then make a <br /> presentation at a PRC meeting, and approval is considered at the meeting when the presentation <br /> is given. The PRC meets every other month, on the fourth Thursday. To be considered at a PRC <br /> meeting, an application must be received by the PRC by the first of the month in which a <br /> meeting is held. The next opportunity for review of the Phase C expansion is at the May 2010 <br /> PRC meeting, and the application must be received by May 1, 2010. The City's signator on the <br /> application should be someone who is familiar with the project and the technical aspects; an <br /> elected official signator is not required. No other advance adoption of an ordinance or <br /> resolutions is required and no additional public involvement process is required [last sentence to <br /> be verified by R.W. Beck]. <br /> GCICM Schedule Milestones <br /> The following chart is a preliminary schedule for procurement of a GC/CM contractor. It shows <br /> an approximately five to six month process for selecting the GC/CM contractor. It is not yet <br /> linked to obtaining approval from the PRC. Therefore, a specific start date is not presented at <br /> this time. The City could choose to proceed with the GC/CM procurement before receipt of PRC <br /> approval, with recognition of the potential for stranded investment if PRC approval is not <br /> obtained.
