7 EVERETT PARKS & RECREATION DEPARTMENT
BOARD OF PARK COMMISSIONERS MEETING
March 9, 2010
6:00 PM
Spruce Hall
The Everett Parks & Recreation Board of Park Commissioners met in Spruce
Hall in Forest Park on Tuesday, February 9, 2010.
PARK COMMISSIONERS PRESENT: Dianne Riter, Patrick Franssen, Art
Thomson, Richard Jordison, Mary Jane Anderson, Erich Franz, and Tina
Hokanson.
COUNCIL LIAISON: Shannon Affholter was present.
PARK STAFF PRESENT: Paul Kaftanski, John Petersen, Jeff Price, Barry
Martin, Mary Cunningham (Planning), Jay Magill (Public Works), Debra Wright
(Community Services) and Tracy Quast.
Adoption of Agenda
Tina motioned to adopt the agenda. Dianne seconded. Motion approved.
ACCEPTANCE OF MINUTES— Erich motioned to accept the minutes of
February 9, 2010; seconded by Richard. Minutes approved.
Everett Riverfront Redevelopment Pubic Hearing
Dianne opened the public hearing regarding the Everett Riverfront Public
Amenities Final Draft Master Plan.
Jay Magill introduced the project. This is the third time this project has been
before the board. Connie Reckord, landscape architect consultant to the project,
presented an overview of the draft master plan. In May, 2009, a draft master
plan was presented to the board for comments.
Citizen comments
Dr. Alexander— Indicated that there has been a lack of attention given to
creosote located at the south end of the discussion area at about 53rd street.
This was an area where pilings and railroad ties were treated from 1900 to 1930.
During that time there were two fires on the site. Dr. Alexander indicated that he
has mentioned this site verbally and in writing several times during the year. The
Planning Department has not given enough concern to this site. The project
should not move forward for six (6) months so that clean up issues can be
investigated. Public Works is cleaning up the area farther north and it should
look at the creosote site.
24
