Parks and Public Open Space Amenities <br /> The third organizing element of the Public Amenities Master Plan is the parks and public open space <br /> component of the Riverfront Development project. The master plan proposes significant improvements <br /> and expansions to Lowell Riverfront Park, creation of a new 3-Acre Park near the north end of the <br /> Riverfront Development site, and the construction of new picnic areas and interpretive viewpoints. <br /> The city of Everett has a goal established by city ordinance of meeting the U.S. Green Building Council <br /> Leadership in Energy and Environmental Design (LEED®) designation for new public construction. <br /> Although the architectural features proposed by the master plan do not meet the building size threshold <br /> in the ordinance mandating LEED designation, the Public Amenities Master Plan proposals will <br /> incorporate cost-effective, green building practices and address life cycle and maintenance costs in all <br /> site amenities. <br /> Lowell Riverfront Park <br /> The proposed improvements to Lowell Riverfront Park may be accomplished in phases, as the program <br /> dictates or evolves in the future. The park serves as a southern anchor and staging area for the <br /> Riverfront District, and will include formalizing and surfacing the parking area and creating a water <br /> quality treatment facility to address site runoff. Portions of the riverbank will be stabilized to forestall <br /> erosion and withstand foot traffic, and other areas will be graded and planted with native plant species <br /> to bioengineer an erosion-resistant, naturalistic bank, one that will be protected with a fence and <br /> provided with informational or interpretive signs.
