AGENCIES WITH JURISDICTION <br /> A Hydraulic Project Appro\fal (HPA) may be required from the Department of Fisheries or <br /> Wildlife for any work within the stream corridors, including discharge of stormwater and <br /> construction of utilities. <br /> A National Pollutant Discharge Elimination System (NPDES) permit, administered by the <br /> Department of Ecology, will probably be required for clearing and grading activities on this site <br /> due to its size (more than 5 acres). <br /> MITIGATION OF ADVERSE IMPACTS BY SEPA <br /> 1. A traffic mitigation fee of$24,743 is required for this proposal per the Interim Traffic <br /> Mitigation Ordinance No. 1670-89, as amended. The fee must be paid before building <br /> permits are issued. (SEPA Transportation Policies and Amended Concomitant <br /> Agreement, page 18) <br /> 2. 60 feet of right-of-way must be dedicated to the City for the new arterial street 13th <br /> Avenue West. (SEPA Transportation Policies and Amended Concomitant Agreement, <br /> page 18) <br /> 3. A City standard nrtenal street, 13th Avenue West, including turnaround, must be <br /> constructed on the proposals full frontage. The typical section for this street must be 30 <br /> feet curb to curb with 10 foot parkway (planting) strips on each side and 4 foot sidewalks <br /> on each side. (SEPA Transportation Policies) <br /> 4. A bus shelter pad and associated right-of-way dedication is required on 13th Avenue <br /> West. (SEPA Transportation Policies) <br /> 5. Prior to final approval of the project, agreements for maintenance of landscaping in the <br /> 13th Avenue West right-of-way must be approved by the Public Works Department. <br /> (SEPA Transportation and Public Services Policies) <br /> 6. Temporary erosion control measures for construction activity must be operational prior to <br /> commencement of any earthwork. (SEPA Earth and Water Policies) <br /> 7. Public sewer and water mains must be installed for this project in accordance with City <br /> Design and Construction Standards. <br /> The sewer system and water system must be to the utility concept plan approved by the <br /> Public Worcs Department. The selected routes must minimize intrusions into and <br /> crossing of streams and wetlands. Where impacts to environmentally sensitive areas <br /> occur, restoration may be required by the Public Works Department. (SEPA Public <br /> Services and Utilities Policies) <br /> 8. Easement agreements must be granted between the Lots of Phase 2 and 3 for utilities to <br /> be extended throughout each phase. (SEPA Public Services and Utilities Policies) <br /> 9. The proposed water main must be looped to the southern cul-de-sac of Phase 4 in the <br /> same easement as the proposed sewer main.
