V <br /> MI—IGATED DETERMINATION OF NON-SIGNIFICANCE <br /> SEPA 4 4. <br /> Merrill Creek Phase 2 West c f1o,s"Opt. <br /> i'j <br /> DESCRIPTION OF PROPOSAL: The proposed action is the issuance of permits to allow the <br /> construction of 72 townhouse and apartment (flats) condominium units on an approximately <br /> 6.1 acre site. The units would include 48 townhouses and 24 two and three story flats. <br /> Approximately 25,000 cubic yards of cut and 41,000 cubic yards of fill are proposed. <br /> Approximately 16,000 cubic yards of cut are required for the construction of 13th Avenue <br /> West. <br /> BACKGROUND: The proposal is the construction of townhouse condominium units on Phase <br /> 2 of the Merrill Creek property. An Environmental Impact Statement(EIS #1-88) and <br /> Addendum were prepared for the rezoning of the site and approval of a master plan for the <br /> approximately 95 acre property. The concomitant agreement to the rezone ordinance for the <br /> property includes mitigation measures based upon the information in the EIS and Addendum. <br /> The concomitant agreement required that additional detailed information be submitted for the <br /> SEPA reviews for the individual phases, including geotechnical reports, drainage plans, and <br /> grading plans. <br /> A SEPA review was subsequently conducted for the Subdivision of Phases 2, 3, and 4. Both <br /> the SEPA MDNS and Preliminary Subdivision Approval include conditions for the subdivision <br /> of the property. <br /> This MDN'3 includes additional mitigation measures based upon the detailed information <br /> subm 'ed for Phase 2 West. A separate SEPA review is being conductec for Phase 2 East. <br /> The current proposal for the construction of townhouse condominium units on Phase 2 West <br /> may occur prior to final subdivision approval.
