McCutchen) testified that the proposed <br /> density of 16 units is excessive, especially when <br /> compared to the one living unit that was on the subject <br /> property prior to the proposed development. The Witness <br /> submitted that four-plexes are not the proper method of <br /> developing the property. (B. McCutchen testimony) <br /> 16. A Witness (Demmer) testified that the proposed <br /> development will impact his property. His bedroom will <br /> be five feet from the fence and will be impacted by <br /> noise and light from the site. (Gemmer testimory) <br /> 17. A Witness (I. McCutchen) testir ' ed that there is no need <br /> for apartments as proposed by the Applicant. She <br /> testified that other apartmen� units are vacant in the <br /> area. (I. McCuU hen testimony) <br /> 18. A Witness (Harmon) questioned the height of the <br /> building. She submitted that the proposed height could <br /> be disruptive to her property. This same concern was <br /> submitted by a Witness (Johnson) . (Harmon testimony, <br /> Johnson testimony) <br /> COVCLUSIONS <br /> 1. The application is for the approval of a variance from <br /> Section 5C (14) (d) of the Everett Subdivision Code. The <br /> specific request is to allow two lots of .a proposed four <br /> lot short plat to have a lot depth of less than the <br /> regiired 120 feet. The lots for which a variance is <br /> sought front Broadway, which is a major arterial street <br /> in the City of Everett. <br /> 2. The criteria for the granting of the variance as seL <br /> forth in Section 19.70.060 has been reviewed and th , <br /> requested variance satisfies thr.t criteria. <br /> 3. Special circumstances exist for the granting of a <br /> variance. The property originally consisted of six lots <br /> that were part of an early plat that was not developer) <br /> in the City of Everett. Part of the original plat wa:; <br /> used for street right-of-way resulting in an irregular <br /> shaped parcel of land that is the subject property. The <br /> proposed subdivision is an appropriate method of <br /> developing said land. <br /> 4. The granting of the variance will allow the Applicant <br /> the right other property owners in the vicinity have to <br /> develop properties. <br /> 5. The property could be developed to the allowed density <br /> without a subdivision. The subdivision is necessary for <br /> the purpose of financing the project. <br />
