CITY OF EVERETT <br /> USE PERMIT 13-91 <br /> DATE: August 1, 1991 <br /> Applicant: overlake Christian Church <br /> Project Location: 1410 - 80th Street S.W. , Bldg. A <br /> Everett, WA <br /> Previous Use: Vacant/reviewed as warehouse space under <br /> SEPA #172-89 <br /> Proposed Use: Church assembly and accessory classroom <br /> space <br /> Zoning: M-M, Medium Manufacturing <br /> Parking Requirement: 114 stalls, based on estimated chapel <br /> seating capacity of 572 persons, at one <br /> parking stall per five chapel seats. <br /> I. GENERAL INFORMATION: <br /> The proposal would involve issuance of Wilding permits to <br /> allow tenant improvements and occupancy of an existing <br /> vacant warehouse by a church assembly. The existing <br /> structure originally was reviewed by the Planning Department <br /> under SEPA #172-89. A Determination of Non-Significance was <br /> issued for construction of approximately 95,400 square feet <br /> of manufacturing/warehouse/office space on the site. <br /> Approximately one-half (24 ,000 square feet) of one of the <br /> existing buildings would be occupied by Northshore Christian <br /> Church. The building is located in the northwest portion of <br /> the site, facing 80th Street Southwest. <br /> A Use permit is required under Subsection 41 .070 of the <br /> Zoning Code for a change in use or occupancy of a structure <br /> with different zoning or building code standards. <br /> II. DECISION: <br /> A permit for the above described change of use is hereby granted <br /> with the following conditions: <br /> 1 . A total of 114 off-street parking stalls is required per <br /> City Zoning Code. <br /> 2. If -dditional parking beyond the existing 137 stalls on the <br /> site is required, the applicant must obtain approval from <br /> the Planning and Public Works Departments. If needed, <br /> additional parking areas ( i.e. , loading area between the two <br /> buildings) must be striped and landscaped per city Zoning <br /> Code and Design and Construction Standards. This would <br /> require submittal of an environmental checklist for a review <br /> pursuant to the State Environmental Policy Act. <br /> 3 . It is advised that the applicant provide written information <br /> to church congregation members regarding location of <br /> available parking areas and transit service. Providing this <br /> information may reduce the potential for conflicts related <br /> to circulation and parking on adjacent properties and within <br /> the public right-of-way. <br /> -1- <br />
