MAR-20-02 10,39 FROM-EVERETT PLANNING DEPT ID.4262679742 PAGE 4/26 <br />C <br />APPLICABLE CONDITIONS FROM SW EVERETT MITIGATION DECISION <br />DOCUMENT <br />Section 1: LAND USE <br />1.1 Thresholds <br />Height of Buildings/Stmcturcs <br />Additional SEPA analysis is required for any structure that the FAA determines may have a <br />significant adverse effect on navigable airspace around Paine Field Airport. <br />Additional SEPA analysis is required for any project located in the M-1 zone east of Hardeson <br />Road with a proposed building height greater than 55 feet. The analysis must assess impacts to <br />views from the rc-idential areas to the south and east. <br />Porr;'.ted and Accessory i,lses <br />Tabl, s 1-1 and 1-2 list the permitted uses and accessory uses/activities covered in this EIS <br />analysis. <br />1.3 Mitigation Measures <br />1. Where buffers are required adjacent to residential areas, an analysis of hazardous trees in the <br />buffer must be completed by a professional arborist. Any trees that are hazardous (i.e., are <br />diseased, damaged or leaning and are likely to fall on development) must be removed prior to <br />issuance of occupancy permits, and preferably, prior to construction of structures on the site. <br />Where they would not create a hazard, the hunks of these trees must be left for snags. For <br />each tree cut, three coniferous trees must be planted unless the Planning Director determines <br />r that adequate screening exists without the additional trek.,. However, for each tree left as a <br />snag, one coniferous tree mast be planted. The arborist must submit a tree removal and <br />0 replacement plan to the Planning Department and mark in the field all trees to be removed. <br />C� ° The Planning Department must approve the tree removal and replacement plan prior to any <br />activity in the environmentally sensitive area. Large woody debris should be retained where <br />it would not create a hazard, such as causing Flooding due to alteration of the natural <br />hydrology of a stream system. Rockeries and retaining walls greater than 4 feet in height and 40 feet in length that roe <br />visible from adjacent properties or public right of way shall be substantially screened with <br />landscaping or architecturally designed and landscaped to break up the appearance of <br />length/height in a manner approved by the Planning Director.
