1NAL DECLARATION OF VON-51G,.IFICANCE <br />SEPA 1135-83 (Rgv,.,ra) <br />This Final Declaration of Nonsignificance shall expire or.e year from <br />date of issuance unless a completed building permit appiication has <br />been submitted withi t that time. A request for a one year extension of <br />this Final Declaration of Nonsignificance may be made to the Planning <br />Director prior to the expiration date. <br />D'3SCRIPTION OF TLE PROPOSAL: <br />The proposed action is the isarance of grading and building permits to allow the <br />construction of an approximately 5,376 sq. ft. office building, and approximately <br />12,000 sq. ft. warehouse building, and an 1,000 gallon gasoline tank on an <br />ap,roximately 2 acre si'.e. The following factors were considered and the listed <br />requirements were placed in responfe'to comments submitted during our review of an <br />environmental checklist for this proposal: <br />1. The site is zoned M-M, Medium Manufacturing Zone, which would permit the <br />proposed use. The site is vacant and is wooded primarily with Alder saplings <br />and associated understory, and a few scattered large Evergreen. The site <br />slopes to the east and includes approximately 30% slopes on the eastern <br />portion of the property. <br />2. Substantial excavation is anticipated (approximately 11,000 cubic yards of <br />material); however, no importing or exporting of earth is expected. <br />3. Drainage must be designed in compliince with the City's Drainage Ordinance. <br />In lieu of providing on -site detention, payment to City Drainage Fund 340 is <br />required. <br />4. Parking must be provided in compliance with Zoning Code requirements, <br />including provision of landscaping. The parking area for the office use and <br />parking located adjacent to existing right-of-way tst be ha-d surfaced in <br />compliance with City standards: Parking and storage areas for the warehouse <br />may be gravelled, but must be screened. (See Item 6 below). <br />5. Construction of the gasoline tank must be in compliance with Fire Department <br />requirements. <br />6. The area to the east, across Hardeson Road, is zoned R-3. Landscape <br />screening of the proposed warehouse and office uses must be provided along <br />the eastern edge, in compliance with Zoning Code requirements (Section <br />19.42.030B). Such screening shall consist of a greenbelt or planting strip <br />at least five feet in width with sufficient planting of at least six feet in <br />height to effectively create a sight obac-iring barrier. Additionally, <br />outdoor storage areas must be screened. Landscape materials must he approved <br />by the Planning Department. <br />7. Detailed drawings, in accordance with City Design and Construction Standards, <br />shall be submitted to the Public Works Department showing site parking <br />layout, landscaping, utilities, storm drainage, temporary construction <br />erosion control, and all required improvements in the public right-of-way. <br />Public Works Department approval of these drawings is required prior to any <br />permits being issued. All improvements shall be completed, approved, and <br />warranted before the Occupancy Permit is issued. <br />8. Participation in the cost to fund the south Everett lift station is <br />required. The approximate cost based on the preliminary information provided <br />is $0.624/sq. ft. of office and $0.0624/sq. ft. of warehouse space.
