The <br />unit sizes and types (45% 1-bedroom, 55,a 2-bedroom; 600 <br />to 850 square feet) are aimed a a low -middle income level. <br />It is intended to keep monthly rental rates per square <br />foot low (40-45c/square foot) in order to supply the <br />lower end of the housing market, where demand is expected <br />to be greatest (Southwest Everett Planning Study). Pro- <br />vision of on -site amenities for the housing units (parking, <br />open space, recreational space, visual and noise buffering) <br />are to be maximized consistent with the cost goals. <br />The City of Everett's Housing Assistance Plan (October <br />1979 u- te) indicates strongest housing demand in the <br />low and moderate -income ranges, which are in rental ranges <br />(for one- and two -bedroom units) somewhat below those pro- <br />jected for this project. <br />The postal survey of vacancy rates in January of 1979 <br />indicated in this area that vacancy rates were still <br />very low, (2.3%) in all price ranges of multifamily units, <br />except luxury units. New rental units would be needed to <br />provide relief to this tight supply situation, especially <br />considering the increasing difficulty in financing the <br />purchace of housing. In the longer term, an increase in <br />rental housing may help to create more balance in the <br />Casino Road area between condominium and apartment housing <br />(currently estimated ro be 60-70% condominiums). <br />13.
