The Washington State Department of Transportation (WSDOT) Aviation <br />Division recognizes the City of Everett's past planning achievements, and encourages <br />its continued diligence in discouraging the encroachment of incompatible land uses on <br />aviation facilities. We would request that our comments be made part of the official <br />record. <br />WSDOT Aviation has noted that according to the Draft (DSEIS), the CEMEX <br />development, if approved, would allow up to 1,045 new dwelling units within the City of <br />Everett's identified airport influence area. The City of Everett has established <br />comprehensive plan policies addressing the encroachment of incompatible land uses <br />upon Snohomish County/ Paine Field. <br />The encroachment of incompatible land uses upon Washington State's airports <br />diminishes their ability to function as essential public facilities, and over time, often <br />leads to operational impacts and closures. The consequences of unchecked <br />encroachment on aviation facilities include: <br />• Degrading airport operations - Incompatible development can significantly <br />increase the operational cost of an airport by producing complaints, litigation, <br />and changes in established approach, departure, and en route procedures. <br />• Impeded airport expansion - Almost all transportation systems must expand to <br />meet growing population demand. Once incompatible land uses are established, <br />it makes airport expansion to accommodate traffic growth nearly impossible. <br />• Hampered economic development - Airports are valuable transportation assets <br />and economic engines that promote business and commerce. <br />Draft Supplemental Environment Impact Statement (DSEIS), for the CEMEX Materials <br />project in Everett, Washington <br />October 15, 2009 <br />Page 1 of 4 <br />
