I. ISSUE - NOISE IMPACTS RELATED TO TRUCK TRAFFIC AND SITE <br /> OPERATIONS <br /> Shockey Appeal - Noise was not an appealed issue. <br /> Neighborhood Appeal <br /> The Appellants have appealed the MDNS on grounds that it <br /> does not address noise generated by truck traffic and site <br /> operations. <br /> Findings: Potential noise impacts from the proposal have <br /> been addressed during the environmental review. City staff <br /> has anticipated that transfer of recyclable materials from <br /> one container to another is likely to be the noisiest <br /> activity occurring on the site. It is city staff's <br /> intention to ensure that the impacts associated with this <br /> activity are mitigated. Condition #11 under, Mitigation of <br /> Adverse Impacts by SEPA, in the MDNS states: <br /> Transfer of recyclable materials (i .e. , cans, <br /> bottles or construction debris) must occur within <br /> an enclosed building. <br /> Containment of the transfer activity will significantly <br /> reduce peak noise levels occurring on adjoining properties. <br /> The Applicant has indicated that, other than trucks, the <br /> only equipment functioning on the site would be a fork lift <br /> and cardboard/paper baling machine. Both types of equipment <br /> would operate only within the Phase III recycle transfer <br /> building. As such, city staff determined that equipment <br /> operation would not produce significant adverse noise <br /> impacts. In addition, the Applicant has indicated that the <br /> site likely will not be in operation during weeknights and <br /> on weekends. <br /> The site is zoned C-1 , General Commercial . This zone allows <br /> a wide range of commercial uses which must be served by <br /> truck traffic. Noise resulting from truck traffic is exempt <br /> from regulation under Subsection 6.A.8 in the City's Noise <br /> Control Ordinance. <br /> Conclusions: Impacts and mitigating measures related to <br /> noise have been addressed in the MDNS. The requirement to <br /> conduct transfer operations within an enclosed building, <br /> combined with the fact that site operations are not likely <br /> to occur during evening hours or on weekends, will reduce <br /> noise impacts on adjoining properties. <br />
