To further mitigate noise and/or visual impacts, city staff <br /> recommends that an additional condition be added to the <br /> MDNS, requiring that loading/receiving activities at the <br /> recycle transfer building be oriented toward Railway Avenue <br /> and away from adjacent properties. Imposing this <br /> requirement would necessitate a change to the site plan, <br /> such that trucks involved in loading/receiving would access <br /> the loading dock from the south side of the building, rather <br /> than directly off the alley. This would entail relocation <br /> of the loading dock. This additional mitigation measure was <br /> discussed with the Applicant, and no objections were <br /> expressed. <br /> J. ISSUE - IMPACTS RELATED TO VIBRATION CONTROL STANDARDS <br /> Shockey Appeal - The vibration control issue was not <br /> appealed. <br /> Neighborhood Appeal <br /> The neighborhood appeal states that the MDNS does not <br /> address vibration impacts, nor does it contain mitigating <br /> measures, resulting from operation of trucks and heavy <br /> equipment. <br /> Findings: Potential impacts of the proposal on vibration <br /> have been considered during the SEPA review; no significant <br /> adverse environmental impacts were identified. Therefore, <br /> the MDNS does not contain specific mitigation measures which <br /> address vibration impacts. <br /> The analysis focused on potential vibration impacts related <br /> to truck traffic, transfer of recyclable materials, and <br /> placement and movement of containers. The following <br /> findings were made by city staff: 1) Truck traffic in <br /> commercial zones is not normally restricted because of <br /> impacts on vibration; 2) Vibration caused by transfer <br /> of recyclable materials is not likely to be significant due <br /> to the relatively limited weight and bulk of materials such <br /> as cans and bottles; the resulting concussion of the <br /> transfer process would thus be minimal as compared with some <br /> industrial activities (i .e. , log storage and processing) ; <br /> 3 ) Placement and movement of large containers occurs in <br /> other areas of the City (i.e. , construction sites) , and is <br /> not normally regulated or restricted: 4) The existing <br /> Rubatino facility (northwest corner California Street and <br /> Harrison Avenue) , which has operations that are similar to <br /> those at the proposed site, has not generated any complaints <br /> related to vibration. This site is located adjacent to <br /> other single-family dwellings on Harrison Avenue. <br /> Subsection 39. 140.D of the Zoning Code states that vibration <br /> or concussion resulting from a permitted use shall not be <br />
