The variance is not the result of a self-created hardship. <br /> CONCLUSIONS <br /> 1. The application is for the approval of a Special Property Use Permit for <br /> the construction of a 126 foot, self-supporting monopole steel tower <br /> which will support up to 12 cellular panel antennas. In addition, the <br /> proposal is for the construction of a 360 square foot <br /> maintenance/storage building and the placement of four foot diameter <br /> microwave dish at the 90 foot level of the tower. The Applicant has <br /> also requested a variance from the R-1 height standards. <br /> 2. A Special Property Use Permit is required pursuant to EMC <br /> 41.150(D)1(c). The criteria for Special Property Use Permits are set <br /> forth in EMC 41.150.C. These criteria have been satisfied. <br /> 3. The Applicant has proven the need for the Special Property Use Permit to <br /> serve the City of Everett. There are adequate streets, utilities, and <br /> public services to serve the proposed use. <br /> 4. Little, if any, impact of traffic generated by the proposed use will <br /> result. There will be adequate off-street parking and on-street <br /> circulation of site access. <br /> 5. The proposal is compatible with proposed structures and improvements. <br /> With screening and distancing of the pole from other uses, there will be <br /> little impact, if any. <br /> 6. No signs are being placed on-site. <br /> 7. Adequate landscaping, buffering, and screening of buildings and the pole <br /> will be provided. <br /> 8. There will be no significant generation of nuisances from the site. <br /> 9. The proposal is consistent with the goals and policies of the Everett <br /> General Plan. No specific provisions are provided in the Plan for <br /> cemeteries. <br /> 10. The Applicant's proposal is consistent with the provisions of the <br /> Special Property Use Permit Ordinance and the State and Federal <br /> regulations. No accessibility of public transit or traffic reduction <br /> measures are required by the proposal. <br /> 11. In addition to the criteria of EMC 41.150.C, the Applicant's request <br /> satisfies the criteria of' EMC 41.150(B)1(c). <br />
