3 <br /> EXHIBIT A <br /> SCOPE OF WORK <br /> 1. Recover and verify existing project survey control points for horizontal coordinates and <br /> elevations established in 2004 and identified in Drawing G4 (Sheet No. 4/35). GPS static <br /> observations will be performed on recovered control points due to past observed <br /> instability of Ebey Island soils. <br /> 2. Proposed New Pile bents: Locate in the field, the design position of each proposed new <br /> pile bent shown on the existing final design drawings in order to check for potential <br /> conflicts with other existing pile supported structures. The design consists of 73 two-pile <br /> bents spaced at 60 foot on-center (with the exception of nine couplings supported by <br /> bents at 15 feet apart) for a total of 146 piles. Field location of the proposed TL# 3 pile <br /> bent centerline will be painted or marked on top of the existing TL#2 and 3 for a total of <br /> 146 field marks. Actual field location of the proposed piles themselves is not required. <br /> 3. Existing Pile Bent Location: Survey locate approximately 40 existing TL#2 and 3 wood <br /> bents, as directed by Engineer. These bents are located within ten feet each side of nine <br /> couplings which are spaced at approx. 480 feet apart. Survey work consists of obtaining <br /> horizontal position and elevation of each end of the elevated wood cap beam (TL# 2 and <br /> 3) at heights ranging between 3 to 9 feet above grade. <br /> 4. Prepare an updated engineering base map meeting City AutoCAD standards <br /> incorporating the supplemental surveying information obtained. <br /> Task 4. Update Geotechnical Design Criteria <br /> The existing structural design for the Phase 7 project (2005) was prepared under the 1997 UBC. <br /> The seismic design parameters listed in the original geotechnical report, dated March 11, 2005, <br /> will be updated to meet the requirements of the 2009 IBC. No new field explorations or <br /> laboratory testing will be conducted. The following engineering support will be performed: <br /> 1. Update seismic design parameters. Based on 2009 IBC requirements, and the field <br /> exploration and laboratory testing identified in the Phase 7 Geotechnical Report, conduct <br /> engineering analysis and evaluations to provide geotechnical recommendations on the <br /> following seismic design parameters: <br /> a. Geotechnical parameters for use with IBC, including: 0.2 second Spectral <br /> Response Acceleration, Ss; 1.0 second Spectral Response Acceleration, Si; Site <br /> Class and Estimated Peak Acceleration. <br /> b. Site Specific Response Spectra for critical damping of 5 percent on a plot relating <br /> period, velocity, displacement, and acceleration. <br /> c. Potential for liquefaction and recommendations for liquefaction mitigation. <br /> d. Lateral(shear) soil pressure due to seismic forces. <br /> e.
