Finding: The parking information provided by LOJIS October 7 , 1991 , <br /> included portions of the report known as "Colby Square Transportation <br /> Impact Analysis. " The pages included described parking facility space <br /> available in the Central Business District. In the AM, 64% of the <br /> off-street parking stalls are occupied. In the PM, 61% are occupied. <br /> The "Bon" Garage, as an example, had a peak use of 29% of the 400 <br /> stalls. <br /> Finding: The LOJIS study indicates that a low of 57 on-street spaces <br /> are available during peak periods in the unlimited-time period portion <br /> of study area and a high of 137 spaces are available within the study <br /> area. <br /> Finding: The Appellant did not provide a competing parking study <br /> proving that the LOJIS study is inadequate, nor has the Appellant <br /> proven that there is sufficient parking impact to further revise the <br /> MDNS. <br /> ronnlusion: SEPA permits the provision of the voluntary mitigation <br /> as stated in SEPA Mitigation Measure Number Five which states, in <br /> part, "to provide a minimum of ten parking spaces at a near-by parking <br /> facility. " According to Section 34.060.C. of the Zoning Code, <br /> off-site parking in the B-3 zone shall be located on property within <br /> one thousand (1,000) feet of the building or use which it is required <br /> to serve. <br /> Because the LOJIS studies show that many on-street and parking <br /> facility parking stalls are available, the required agreement for ten <br /> additional spaces will not put additional pressure on the remaining <br /> existing spaces. <br /> ISSUE: PROVISION OF MAP SHOWING AREAS OF UNLIMITED PARKING <br /> (RE: SEPA Mitigation Measure Number Six) <br /> The Appellant stated that mitigation in the form of providing tenants <br /> with a map of unlimited time parking within three blocks of the <br /> proposed project was inadequate. He further stated that: "this <br /> doesn't solve any parking problems created by this project but only <br /> takes up parking which is already in short supply in this area. " He <br /> then commented on the disparity between parking standards in the R-4 <br /> district to the East across the alley from the site and this B-3 site. <br /> Finding: To restate an earlier finding, the LOJIS study indicates <br /> that a low of 57 on-street spaces are available during peak periods in <br /> the unlimited time period portion of study area and a high of 137 <br /> spaces are available. <br /> Finding: Parking requirements in the R-4 zone are greater than those <br /> in the B-3 zone because of a different policy basis for the two land <br /> use areas. The policy basis for R-4 , Multiple Family High Density, <br /> parking includes: <br /> * Adequate off-street parking <br /> * For projects in and around the Central Business District: <br /> 5 <br /> clbyffcr <br />
