• From 10:00 p.m. to 7:00 a.m. the maximum noise limits under State and Local noise <br /> ordinances for Industrial Sources and Residential Receivers are: <br /> 65 dBA: for up to 1.5 minutes <br /> 60 dBA: for up to 5.0 minutes <br /> 55 dBA: for up to 15.0 minutes <br /> 50 dBA: continuously in any one hour (DEIS, App. G -Noise, pg 1-4) <br /> • The Receptor Noise Criteria Table contains the following noise criteria for residential <br /> uses: <br /> 55 - 65 DNL: Acceptable for residential uses, but noticeable noise <br /> impacts. <br /> 65 - 75 DNL: Generally unacceptable for residential uses. <br /> Requires special insulation for noise reduction. <br /> • The Decision Document requires that Boeing locate and select ground run-up stations for <br /> engine testing which will minimize noise impacts. <br /> • The intent of this requirement is to minimize noise impacts from engine testing, while <br /> allowing Boeing the necessary operational flexibility to accomplish necessary testing. <br /> Conclusions: <br /> • Noise impacts at the Millers' residence result from the frequency and duration of aircraft <br /> engine run-up testing noise. <br /> • Noise levels which will occur at the Millers' residence will be an annoyance but are <br /> within acceptable range for residential use (by EPA standards). <br /> • The Decision Document includes requirements to mitigate noise impacts beyond what is <br /> required by State and Local noise regulations. <br /> • The noise mitigation requirements included in the Decision Document will reasonably <br /> mitigate noise impacts of the Boeing (Master Development Plan) Expansion. <br /> • Appellant has not demonstrated that the Decision of the Responsible Official is <br /> unreasonable. <br /> Decision: <br /> Add the following language to mitigation Item iii. on Page 30 of the Decision Document: <br /> 24 <br />
