The noise assessment shall be submitted to the Responsible Official for his review. If <br /> the noise assessment discloses additional measures which can be readily implemented to <br /> further mitigate noise impacts, the Responsible Official shall work with Boeing to <br /> implement the recommendations of the assessment. <br /> Deny the appeal on remaining noise issues and affirm the noise mitigation requirements as set forth by <br /> the Responsible Official in the Decision Document, Section V.B.3. Area 3.b.(2)Noise -Engine Run-Up <br /> Testing, Mitigation Items i., ii., iv., and v. <br /> SECTION 15: GUN CLUB RELOCATION <br /> Findings: <br /> • The Paine Field Gun Club was a lessee of a portion of the Paine Field Airport property <br /> until 1989 . <br /> • In 1989 Boeing purchased a 68 acre parcel of property from Snohomish County for the <br /> expansion of their flightline operations. This included the 22.4 acres the Gun Club was <br /> leasing. <br /> • The Gun Club's lease was terminated by Paine Field Airport in early 1989, prior to sale <br /> of the property to Boeing. <br /> • Subsequent to termination of the lease by the Airport, SEPA review was completed by <br /> Snohomish County April 10, 1989, covering the expansion of Boeing's flightline. A <br /> copy of the SEPA checklist was made available to the Paine Field Gun Club. <br /> At the time of the County SEPA review analysis, an analysis of recreation <br /> impacts from the expansion of the flightline was included in the review. <br /> - The County's SEPA decision and subsequent construction permit approvals <br /> resulted in the termination of the Paine Field Gun Club's use of this site. <br /> • In October of 1989 the Gun Club was informed by Boeing officials that they would have <br /> to cease shooting so construction of roads and the flightline could commence. <br /> • The flightline expansion was required for the assembly of aircraft model 747-400. <br /> • Boeing began construction of their roads in November 1989 and completed construction <br /> in the first quarter of 1990. <br /> • On April 5, 1991, the City of Everett annexed the 68 acres of the Boeing flightline. <br /> 25 <br />
