• The 1990 Boeing Master Development Plan is to allow manufacture and assembly of a <br /> new aircraft model, the 777, and does not include any development activities on this <br /> portion of the site. <br /> Conclusions: <br /> • The 1989 flightline expansion and 1990-91 Everett expansion are not related projects. <br /> • The Boeing Master Development Plan will not generate adverse impacts on the Paine <br /> Field Gun Club. <br /> • Any requirement to relocate the Paine Field Gun Club is unrelated to the approval of the <br /> Boeing Master Development Plan. <br /> • The appropriate time for addressing any loss of the Paine Field Gun Club was during the <br /> County's SEPA review of the flightline development. <br /> • SEPA mitigation for the loss of recreation was addressed in the County's SEPA review. <br /> • The 1989 flightline expansion and the Boeing Master Development Plan do not constitute <br /> a single action pursuant to SEPA. <br /> • Recreation impacts generated by the Boeing 1990 Master Development Plans have been <br /> mitigated in accordance with City policy. <br /> • Under the City's formally adopted SEPA policies and appropriate exercise of SEPA's <br /> substantive authority, any solution to the relocating of the Paine Field Gun Club is <br /> outside the responsibility of this project. <br /> • Under SEPA, responsibility for implementing mitigation measures may be imposed upon <br /> an applicant only to the extent attributable to the identified adverse impacts of its <br /> proposal (WAC 197-11-660). <br /> Decision: <br /> Deny the appeal and affirm the City's Decision Document. <br /> 26 <br />
