Redefined projects could include HOV or TDM improvements. <br /> Conclusions: <br /> • The record demonstrates that impacts due to the Expansion do not require mitigation by <br /> requiring dedicated HOV lanes on Airport Road as an effective solution for transit and <br /> rideshare travel to the Boeing site. <br /> • A large share of public dollars is required for construction of many of the improvements <br /> in the Airport Road/128th/132nd Street corridor. <br /> • Lower cost system management and transit/rideshare priority improvements may be <br /> considered if local and state funding shares in this corridor cannot be programmed in a <br /> timely manner that coincides with Boeing Expansion. <br /> Decision: <br /> Deny the appeal and affirm the Decision Document with regard to HOV treatment on Airport Road. <br /> SECTION 38: BUSES AND VANS <br /> Findings: <br /> • Mitigation addresses the Expansion only. Increases in the percent of transit and <br /> ridesharing users due to more aggressive TDM programs can only be applied to the <br /> Expansion-related employees. <br /> • Over 1,650 new transit riders and 1,600 new vanpool riders are expected by 1995 when <br /> the site population reaches 33,500. <br /> • About 45 percent of these new riders can be attributed to the Expansion. <br /> • Approximately one-half of the transit riders are expected to use public transit service and <br /> one-half Boeing subscription service which is a pay-as-you-go enterprise. The <br /> subscription service is not included in mitigation since it is viewed as a "rental" service <br /> that could be provided by any vendor. <br /> • At nine passengers per van, about 80 new vans will be needed to accommodate vanpool <br /> demand for the Expansion. Boeing will purchase 80 new vans, regardless of cost. <br /> Current estimate is $2 million for 80 vans. <br /> 53 <br />
