• At 40 passengers per bus, about 10 public service coaches will be needed to accommo- <br /> date transit demand for the Expansion. Boeing will purchase 10 new buses regardless <br /> of cost. Current estimate is $2.4 million for 10 buses. <br /> • Both vans and coaches will be purchased when demand dictates, as determined by the <br /> Responsible Official with recommendations of the Mitigation Committee. <br /> • The Decision Document specifies "40 passenger" coaches when "40 foot" coaches was <br /> intended. Average vehicle load should remain 40 passengers for calculation purposes <br /> even though 40 foot coaches can seat over 50 passengers and carry more than 50 under <br /> crush load conditions. <br /> Conclusions: <br /> • The number and delivery of coaches and vans as specified in the Decision Document is <br /> related to the Expansion only and represents a fair and accurate mitigation assessment, <br /> based on the record of this proceeding. <br /> • The number of required vans and buses will be purchased by Boeing regardless of cost. <br /> • The Document erred in specifying 40 "passenger" coaches and should be amended to <br /> read 40 "foot" coaches. <br /> • The record does not support a requirement for additional buses or vans to effectively <br /> mitigate the project impacts. <br /> Decision: <br /> Deny the appeal and affirm the Decision Document with regard to the number of required buses and <br /> vans, except change Condition VI.C.2 to reflect that the buses are to be standard 40 foot models rather <br /> than 40 "passenger" models. <br /> SECTION 39: MITIGATION FOR MUKILTEO NEIGHBORHOODS <br /> Findings: <br /> • Traffic volumes in Snohomish County will increase as a result of the Expansion and the <br /> growth in general, particularly on primary routes and arterials. <br /> • Traffic impacts due to the Expansion are addressed in the mitigation measures to <br /> minimize these impacts. <br /> 54 <br />
